In Korean society, “fairness” has emerged as a significant keyword related to youth issues and serves as a core factor in shaping youth policy direction and objectives. The government emphasizes fairness in its announcements of youth policies; thus, it is essential to assess whether young people, as beneficiaries, are adequately aware of and engage with the concept of fairness in these policies. This study investigates young people’s perceptions of fairness and explores how their lived experiences can be reflected in policy implementations. Previous evaluations of fairness in youth policies have predominantly focused on the government as the policy provider. This research shifts the focus to the policy demand side by examining young people’s understanding of fairness and evaluating the equitable execution of youth policies. The study specifically highlights the realms of education and employment, identifying critical aspects of fairness that should be addressed. Furthermore, this research aims to explore how fairness can be integrated across various domains of youth policies throughout their life cycle, ultimately assessing how it can be perceived and experienced by the majority of young people.

한국 사회에서 청소년⋅청년 이슈와 관련하여 중요한 키워드 중 하나는 공정이다. 자연스럽게 청소년⋅청년정책의 방향성과 지향점에 있어서도 공정은 핵심 요인 중 하나이다. 무엇보다 최근 정치적⋅사회적 논쟁에 따라 양극화된 입장으로 이분화되는 현상이 대두되는 현 시점에서 공정은 공동체 구성원 간의 신뢰와 사회 안정을 위한 중요한 요인이기도 하다. 이에 본 연구에서는 시민성의 일환으로서 공정 개념에 대한 인식과 그에 따른 평가를 살펴보았 다. 이를 위해 심층면담을 토대로 청소년과 청년들이 인식하는 공정은 어떠한 것이며, 자신의 삶을 통해서 경험하는 공정이 정책에서 어떻게 실현될 수 있는가에 생각을 분석하였다. 또한 공정에 대한 다양한 관점을 바탕으로 청소년과 청년이 인지하고 평가하는 공정 개념을 재정립하고, 그들의 삶 경험 가운데 교육과 일자리 이슈에 있어 공정을 어떻게 경험하고 평가하는지 살펴보았다. 이를 토대로 공정의 정의와 개념이 다양하게 혼재하는 가운데 현재를 살아가는 청소년과 청년이 인식하고 평가하는 공정이란 무엇인가에 대한 생각을 심층적으로 고찰하였다.
