This study analyzed the effects relationship between the antecedents and consequences of proactive administration targeting civil servants in basic local government and discussed the results. The results show that public service motivation and adhocracy culture have a positive effects on proactive administration, while transformational leadership did not have a significant effect. It was found that civil servants' proactive administration had a positive effect on work performance, and that transformational leadership and adhocracy culture also had a positive effect in improving work performance. Meanwhile, reward was found to have a negative effect on both proactive administration and work performance. The mediating effect of proactive administration showed a positive mediating effect in the relationship between public service motivation and work performance, and adhocracy culture and work performance. Based on these results, the present study suggested theoretical and policy implications for improving work performance through proactive administration.

본 연구는 기초자치단체 공무원을 대상으로 적극행정의 선행 및 결과 요인의 영향관계를 분석하 고, 결과에 따른 이론적·정책적 함의에 대해 논의하였다. 구조방정식 모형 분석결과에 따르면 공공봉 사동기와 혁신지향문화는 적극행정에 정(+)의 영향을 미치는 것으로 나타난 반면, 변혁적 리더십은 유의한 영향을 미치지 못하는 것으로 나타났다. 공무원의 적극행정은 업무성과에 정(+)의 영향을 미치는 것으로 나타났으며, 변혁적 리더십과 혁신지향문화도 업무성과를 향상시키는데 긍정적인 효 과가 있음을 확인할 수 있었다. 한편 보상은 적극행정과 업무성과 모두에 부(-)의 영향을 미치는 것 으로 나타났다. 적극행정은 공공봉사동기와 업무성과, 혁신지향문화와 업무성과의 관계에서 긍정적인 매개효과를 보여주었다. 이러한 분석결과를 토대로 본 연구는 적극행정의 활성화 및 업무성과 향상을 위한 이론적․정책적 함의를 제시하였다.
