Innovation has been a long-standing and important research agenda for both academics and practitioners. A number of studies have explored institutional and structural innovation with various perspectives. However, there would be lack of studies about innovative behaviors of organizational members in public agencies that can determine the success or failure of such innovation. Thus, this study looks into the influencing factors for innovative behaviors of public employees with three different perspectives—institution (Balanced-Personnel Policy), organizational structure (goal ambiguity and formalization), and job characteristics (job autonomy and skill variety). Based on the survey data, the analytical results show that goal ambiguity, job autonomy and skill variety have statistically significant impacts on innovative behaviors of public employees. Also, the analysis reveals that there would be different systems to induce innovative behaviors between central and local government employees.

혁신은 중요한 연구주제로 간주되어 왔음에도 불구하고 혁신의 성공을 결정요인이라 할 수 있는 조직구성원 개인 차원의 혁신행동에 대한 연구는 미흡하다고 할 수 있다. 이에 본 연구는 조직구성원의 혁신행동에 영향을 미치는 요인을 제도적·조직 구조적·직무 특성적 차원으로 구분하고 이들의 영향을 실증적으로 검증하였다. 제도적 차원의 영향요인은 균형 인사제도를, 조직 구조적 영향요인으로는 목표모호성과 공식화 수준을, 직무특성 차원에서 는 직무자율성과 기술다양성이 혁신행동에 미치는 영향에 대한 검증을 실시하였다. 실증검 증을 위한 설문조사에서 동일방법편의 문제를 방지하기 위하여 2차에 걸친 설문조사를 실 시하여 데이터를 수집하였다. 분석결과 조직 구조적 차원에서 목표모호성과 직무특성 차원 에서의 직무자율성과 기술다양성이 혁신행동에 유의미한 영향을 미치는 것으로 나타났다. 또한 국가직과 지방직 공무원들 사이에 혁신행동에 대한 상이한 영향요인을 확인할 수 있 었다. 이를 바탕으로 이론적 및 정책적 시사점을 제시하였다.
