The purpose of this study is to introduce the types and roles of ECEC staff members and the pre-service and in-service training in Sweden. Interviews with the officials of Ministry of Education, the National Agency of Education, and the local government, the directors, preschool teachers, and assistant teachers of ECEC, and the professors were conducted in addition to the literature analysis. The main findings of the study are as follows. First, the Swedish ECEC institution worked in a democratic way (eg, a work team) while each of its principals, preschool teachers, assistant teachers and substitute teachers had their own roles. Second, the pre-serviec training program changed dramatically from the integrated teacher training in 2001 to the specialized preschool teacher degree program. Third, ECEC staff are provided with a variety of professional and career development opportunities. This study can contribute to the improvement of ECEC quality by providing implications for the integration of kindergarten teachers and childcare teachers, which is considered the biggest challenge of integration of education and care in early childhood in Korea.

본 논문은 세계 최고의 영유아 보육 및 교육(Early Childhood Education and Care)선진국으로 일컬어지는 스웨덴의 푀르스콜라를 중심 으로 한 ECEC 교직원의 유형과 주요 역할 그리고 교사 양성교육 및 교 직원 현직 교육을 소개하고, 우리나라 유아교사양성 정책에 대한 시사 점을 도출하는 것을 목적으로 한다. 이를 위해 관련 문헌분석과 현지시 찰을 통해 교육부, 국가교육청, 지자체 공무원과 교수, 원장, 유아교사, 보조교사 등을 면접하였다. 연구 결과 나타난 주요 내용은 다음과 같다. 첫째, 스웨덴 ECEC 기관에는 원장, 유아교사, 보조교사, 대체교사 등이 각각 고유한 역할을 갖고 있으면서도 민주적 방식(예, 작업팀)으로 근무 하고 있었다. 둘째, 유아교사 양성교육은 2001년 통합적 교사양성에서 2011년 다시 유아교사전문과정으로 획기적인 변화를 하였다. 셋째, ECEC 교직원들은 다양한 전문성 개발과 경력 개발 기회를 제공받고 있 다. 이상과 같은 본 연구의 결과는 유보통합의 가장 큰 난제로 꼽히는 우리나라 유치원 교사와 보육교사의 통합에 시사점을 제공함으로써 ECEC의 질 향상에 기여할 수 있을 것이다.
