The organizational analysis and diagnosis of local educational agencies was implemented in order to reinforce the liability of local educational agencies for their autonomous organizational management with the introduction of block funding system in 2013. The goal of this study is to explore developmental strategies by analyzing the annual evaluation criteria, emphasis, methods, results of the organizational analysis and diagnosis of local educational agencies from 2015 to 2017. After developing the analysis and diagnosis' system and indicators in 2013, it had been operated each year without a significant revision and the indicators had been continuously supplemented. However, it has been revamped dramatically in 2017 emphasizing the autonomous operation of metropolitan and provincial offices of education. The study suggested the developmental strategies as follows : 1) the purpose of the organizational analysis and diagnosis needs to be clarified, 2) the diagnosis needs to be executed if there is a request by any office, rather than requiring it based on the results of the analysis, 3) the workload of metropolitan and provincial agencies need to be relieved by consolidating similar evaluation systems, 4) an integrated information system of local educational agencies needs to be established to promote the efficiency of metropolitan and provincial educational offices.

지방교육행정기관에 대한 조직 분석․진단은 2013년 총액인건비제 도입과 함께 지방교육행정기관의 자율적 조직 관리에 대한 책무성 강화를 목적으로 제도적으로 시행되었다. 이 연구는 최근 3년 간(2015년-2017년) 시행된 지방교육행정기관 조직 분석․진단의 연도별 특징, 강조점, 조직 분석․진단 방법, 결과 분석을 통해 지방교육행정기관 조직 분석․진단의 발전 방안을 모색하고자 수행되었다. 2013년 조직 분석․진단 체계와 지표가 개발된 이후 3년 동안 비교적 유사한 방식으로 조직 분석․진단이 진행되었으나 지표는 지속적으로 수정․보완되었다. 특히, 기관 운영에 관한 시도교육청의 자체 노력을 강조하는 2017년의 경우 조직 분석․진단의 방법과 결과가 기존과는 두드러진 차이를 나타냈다. 본 연구는 지방교육행정기관 조직 분석․진단 관련 다음과 같은 개선방안을 도출하였다. 1) 조직 분석․진단의 목적을 명확히 할 필요가 있다. 2) 조직 분석을 실시한 후 의무적으로 조직진단을 실시할 것이 아니라 원하는 시도교육청이 있을 시 자율적으로 조직진단을 실시할 필요가 있다. 3) 조직 분석 및 조직진단과 유사한 제도를 통폐합시켜 시도교육청의 업무를 경감시켜 줄 필요가 있다. 4) 시도교육청의 자율적인 조직운영 효율화를 촉진시키기 위해 지방교육행정기관 통합정보 시스템을 구축할 필요가 있다.
