Being good at hyo(孝), fulfilled easily the values suggested on the Character Education Promotion Act, because hyo(孝) is one of the most important values of every behavior. Doing hyo(孝) means both feeling attachment to the parents and willing to return their favor. This kind-hearted person might be successfully manage the democratic capitalism, and we can find the case in the modern Korean history. When our mind operated properly based on Confucian teachings during the past era, Korea was safe, happy, and developing society despite all of the difficulties causing dictatorships. In contrast, we faced many social problems recently, because most of the citizens maintain their lives not Confucian values but the democratic values, following developments slowed down, happiness index decreased. Therefore the author proved that chunghyo(忠孝) education is one of the most effective way to improve citizenships in the character education than emphasizing the democratic values.

효는 모든 행동의 근원이므로 효를 잘하면 ｢인성교육진흥법｣에서 제시한 가치는 어렵지 않게 교육되고 달성될 것이다. 효를 한다는 것은 부모와 자식 간에 애정을 간직하고, 그 은혜에 보답하려는 착한 마음씨를 갖는 것이다. 이처럼 곱고 순한 마음씨를 가지면 민주자본주의 체제를 아주 잘 운용할 수 있다. 이것은 우리 현대사가 증명한다. 독재자들의 횡포 때문에 많은 어려움이 있었음에도 불구하고 유교적 가치가 바탕에 굳건히 자리 잡고 있을 때, 우리나라는 안전하고 행복하고 발전하였다. 그러다가 유교적 가치가 점점 쇠퇴하고 민주적 가치로 무장한 국민이 점차 늘어나면서 발전은 정체되고 행복도도 떨어지며, 아울러 훨씬 많은 사회문제가 발생하고 있다. 이에 연구자는 인성교육에서 민주적 가치를 내세우려고 애쓰기 보다는 충효교육을 하는 것이 훨씬 더 효과적임을 밝혔다.
