This paper aims to study on the alternative methods of multicultural education for cultivating multicultural citizenship. The intercultural education aims to get over prejudice or collective unconsciousness and to have a perception of cultural diversity through understanding of diverse nations or groups and their culture. The education on toleration is to develop a commitments to values such as cultural diversity and human rights of immigrants and to form an attitude to live together different nations or groups in peace. The education for discrimination elimination is to cultivate multicultural citizenship that make rational decisions to solve problems in the multicultural society and participate in reforming a discriminatory practices and institutions. Thus this multicultural education is connected with a school reform and social movement that transform discriminatory curriculum and institutions. The multicultural society carries out not separative education but integrated education that combine a native with a foreign immigrants and the security of diversity and the social integration match. This multicultural education also reforms multicultural policy or institutions to eliminate discrimination and to protect human rights of immigrants.

이 논문은 다문화교육에서 기존의 동화주의 다문화교육과 분리교육의 한계를 극복하고 다문화 시민 성을 육성하기 위한 대안적 방안으로 상호 문화교육, 관용교육, 차별 해소 교육을 제시한다. 상호 문화 교육은 여러 민족, 집단 및 그들의 문화에 대한 이해를 통하여 단일 민족과 단일 문화라는 집단 무의 식과 편견을 극복하고 문화의 다양성과 차이를 인식시키는 것이다. 이러한 상호 이해와 인식에 기초하 여 관용교육은 다양성과 이주민의 인권을 존중하는 가치관과 다른 민족이나 집단과 평화롭게 공생하 는 관용의 태도를 형성하는 것이다. 차별 해소 교육은 다문화사회의 문제를 합리적으로 해결하고 차별 적인 관행과 제도를 개혁하는데 참여하는 시민을 기르는 것이다. 이런 측면에서 다문화교육은 단순히 다양한 문화의 이해 수준을 넘어서 교육과정을 재구성하고 차 별적인 구조와 제도를 개혁하기 위해 실천하는 교육 개혁 및 사회 개혁 운동으로 연결된다. 이러한 다문화교육이 성공하기 위해서는 분리교육에서 벗어나서 내국인과 외국인 이주민을 결합하여 다양성 보장과 사회 통합을 조화시키는 통합교육을 실시해야 한다. 나아가 이주민의 차별을 해소하고 인권을 보호하는 다문화 정책과 법률 및 제도의 개혁이 필요하다.
