The purpose of this study was to search for the ways to more effectively teach the objectives of the skills domains, which had received relatively poorer treatments than the knowledge goals that had been stressed much among the objectives of social studies. Skills refer to the abilities to perform a task skillfully through repetitive performance and involve a process of collecting, organizing, and utilizing knowledge and data. Since skills have close relations with knowledge and data instead of being separate from them, it? critical to combine knowledge and skills in social studies classes. The ways to efficiently teach the skills domains, which had been relatively neglected in social studies education, were suggested as follows: First, the teachers need to segment the skills domains and select and present those skills that should be promoted in priority for each grade; second, the skills domains should be more emphasized in the social studies curriculums and textbooks. That is, the skills goals should be presented with emphasis in the overall goals, domain goals, and grade goals in addition to the knowledge goals; third, when the skills are presented on a certain page of a textbook, they need to provide enough information as to what skills should be instructed there and for what purposes, specific instructional methods by grades, and examples in everyday life to help the students learn and use those skills; fourth, the students can learn the skills through repetitive practice, which means the teachers should find and present examples in everyday life over and over again along with knowledge; and finally, they need to teach the basic skills of social studies, reading and writing, thoroughly. In today? knowledge and information society, one of the important duties of social studies education is to provide the students with knowledge about various kinds of social phenomena. But it? more important to help them develop the capabilities to gather, analyze, interpret, and evaluate diverse data and information and to solve everyday problems with them.

본 논문은 사회과교육의 목표 중 지금까지 강조되어온 지식 목표에 비하여 비교적 소홀하게 다루고 있는 기능 영역의 목표를 좀 더 효과적으로 지도하기 위한 방안을 모색하는데 있다. 기능이란 반복 수행을 통해 무엇인가를 능숙하게 수행할 수 있는 능력으로서 지식과 자료를 수집하고 조직·활용하는 과정이다. 사회과교육에서 기능 교육을 효율적으로 지도하기 위해서는 첫째, 기능 영역의 세분화와 각 학년별로 중점적으로 육성해야 할 기능을 선정하여 제시하여야 하고, 둘째, 사회과 교육과정 및 사회과 교과서에 기능 영역을 좀 더 강조하여 제시하여야 한다. 셋째, 기능을 교과서의 특정 페이지에 제시할 경우 여기에서 지도해야 할 기능이 구체적으로 무엇이며, 왜 이 기능을 지도하는지 그리고 단계에 따른 지도 방법을 알려주고 실생활의 사례를 통하여 직접 배운 기능을 활용하고 익힐 수 있도록 해야 한다. 넷째, 기능 영역의 지도는 반복이 중요하므로 지식과 함께 하되 실제 생활 사례를 통해 익히고 지속적으로 반복해서 제시되어야 한다. 다섯째, 사회과의 기본 기능인 읽기와 쓰기 기능도 충실하게 지도해야 한다. 지식 정보화 사회에서 사회과교육의 중요한 임무는 여러 가지 사회 현상에 대한 지식을 알려주는 것도 중요하지만 더 중요한 것은 다양한 자료나 정보를 수합·분석·해석·평가하여 일상 생활에서 부딪히는 문제를 해결할 수 있는 능력이다.
