This study aims at developing evaluation criteria system to monitor the programs of university lifelong education centers in Korea. Like other lifelong education institutions, universities' centers have had serious problems such as the lack of internal faithfulness, the monotony of programs, or the non-professionalism of instructional process. It has been constantly proposed that various evaluation methods should be performed around lifelong education practice in order to resolve such problems. In this study, it is developed evaluation criteria system to monitor programs both considering extensive meanings and roles of program evaluation and focusing on the formative function of evaluation. The procedures of this study are 1) analyzing the monitoring evaluation theory which primarily represents program utilization, efficiency, and effectiveness, 2) constructing monitoring evaluation system with the practice of programs at university lifelong education centers, and 3) surveying with questionnaire of evaluation items to core stakeholders of the evaluation. This integrated approach is intended to improve the validity of the final evaluation system. With 75 criteria items derived from the first step, the survey is conducted to 3 groups of core evaluation stakeholders. The result of the survey is analyzed by exploratory factor analysis. Final evaluation system has 15 monitoring sectors and 61 monitoring items.

대학부설 평생교육기관들은 프로그램 개발, 운영 및 관리 측면에서 지속적인 문제를 나타내어 왔으며, 이러한 문제점 해결을 위해 효과적인 평가활용의 필요성은 꾸준히 제기되어 온 문제이다. 본 연구에서는 프로그램 평가의 포괄적 개념과 역할을 고려하여 다양한 평가모형 중 형성적 기능이 강조된 모니터링 평가에 대한 평가준거체제를 개발하였다. 모니터링의 평가논리를 분석하고, 분석된 평가준거의 틀을 실제현장에 접목하여 준거항목을 구성하였으며, 구성된 평가준거 항목으로 평가 핵심이해관계자 집단에게 설문실시를 한 일련의 과정은 타당도 높은 평가준거체제를 개발하기 위해 본 연구에서 취한 통합연구 설계 방법이다. 우선, 선행연구 분석, 인터뷰 실시, 현장업무 지침서의 내용분석 등 질적인 접근방식으로 75개의 준거항목을 도출한 후, 도출된 준거항목으로 평가 핵심이해관계자인 3개 집단에게 설문조사를 실시한 결과에 대해 탐색적 요인분석을 실시하였다. 최종적으로 대학부설 평생교육기관 프로그램에 대한 프로그램 유용성 및 효과성, 조직 능률성을 평가하는 15개의 준거영역과 61개의 준거항목이 개발되었다.
