Lifelong Education from Human Capital Theory Perspective With human capital theory, this study contrasts and explains some main themes of lifelong education and the reality of lifelong education and suggests some tasks for lifelong education. Lifelong education as an idealistic educational ideology emphasizes education throughout one's life, education in every aspects of daily life, and equal opportunity for all to participate in lifelong education. However, the reality is different. Individuals tend to less participate lifelong education as they get older and individuals with initial higher level of education and skill level and workers in large sized firms are more likely to take more lifelong education than others. This study explains the reality of lifelong education with the human capital theory by Ben-Porath and Becker, and shows that lifelong education works largely within labor market. At same time, it points out the market failures with respect to lifelong education, and observes the non-market institutions and democratic cooperation among partners. Finally, this study draws both academic and practical tasks of lifelong education discourse.

본 연구는 경제적 접근방식인 인적자본론으로 평생교육의 주요 논지와 실태를 대비하여 설명하고 평생교육론의 과제를 제시한다. 평생교육론은 교육에 대한 민주적이상적 이념으로 개인들의 전 생애에 걸친 교육, 삶의 전 영역에서의 교육과 모든 이들의 동등한 교육기회와 참여를 강조하고 개인의 자발적 자기 주도적 학습을 옹호하며 교육학습의 혜택을 부각시키는 반면 기존 학교교육에 대해 비판적이며 교육학습의 비용을 적절히 고려하지 않는다. 그러나 평생교육의 실태는 평생교육론의 이상과 상반되게 나타나 나이가 들수록 평생교육에 대한 참여율이 크게 떨어지며 학교교육의 수준과 경제적 지위가 높은 사람들과 대기업 근로자들이 그 상대자들에 비해 평생교육에 참여하는 비율이 아주 높다. 본 연구는 평생교육론의 이상적 담론과 평생교육의 실제의 불일치를 Ben-Porath와 Becker 등의 인적자본론으로 설명하여 평생교육도 개인과 기업의 경제적 선택이라는 노동시장의 동학에 기반하고 있음을 강조하였다. 동시에 정보부재나 외부효과에 따른 평생교육의 시장실패와 사회의 평생교육의 수준에 영향을 주는 제도에 주목하였다. 평생교육의 실천적 주체로서 상호 협력하고 갈등하는 개인과 기업(시장), 정부, 그리고 시민사회가 협력과 견제를 통한 제도적 균형으로 평생교육의 경제적 타당성과 민주주의 내용을 확대해야 한다고 주장한다.
