This study compares the operational strategies of Carbon Neutrality Support Centers in five cities to identify implications for strengthening local carbon neutrality implementation. The analysis drew on carbon neutrality plans, center operation documents, and web-based reports. A city and B city emphasize citizen participation and environmental education to promote everyday carbon reduction practices, whereas C city and E city focus on industry- and energy transition-　 oriented mitigation. D city is developing strategies centered on ecological education and blue carbon. These differences reflect variations in industrial structure, administrative systems, and the maturity of civil society networks. The findings highlight that regional carbon neutrality requires differentiated strategies tailored to local contexts rather than a uniform action. For A city, strengthening industrial and energy mitigation capacity, integrated governance, and quantitative performance management is essential to expand carbon neutrality efforts from community-level practices to the entire urban system.

본 연구는 5개 기초자치단체 중심으로 지역 탄소중립지원센터의 운영전략과 정책방향을 비교·분석하여 지역 차원의 탄소중립 이행체계 강화를 위한 시사점을 도출하는 것을 목적으로 한다. 본 연구는 5개 도시 탄소중립 기본계획, 센터 운영계획, 웹기반 문서, 보고서 등을 비교분석하는 방법으로 수행하였다. 분석 결과, A시와 B시는 시민참여 및 환경교육을 기반으로 한 생활 속 탄소중립 실천 전략을 형성하고 있는 반면, C시와 E시는 산업·에너지 전환 중심의 감축 전략을 강화하고 있다. 한편 D시는 생태교육·블루카본 기반의 탄소중립 전략을 구상하고 있는 것으로 나타났다. 이러한 차이는 도시별 산업구조, 행정운영 체계, 시민사회 네트워크 성숙도 등의 차이에서 기인하는 것을 볼 수 있다. 본 연구는 지역 탄소중립 추진에 있어 단일화 된 방안이 아닌, 지역 특성과 정책 우선순위에 기반한 차별화된 운영전략이 필요함을 강조한다. 특히 A시는 시민참여 기반을 유지하되 산업·에너지 감축 역량과 통합 거버넌스, 정량적 성과관리 체계 강화를 통해 생활권을 넘어 도시 전반으로 탄소중립 이행을 확장할 필요가 있다.
