This study employs Input–Output analysis to examine the supply-disruption effects of coal-fired power plant closures in Chungnam Province, comparing the impacts between Chungnam and the rest of the nation. The analysis reveals that the supply-disruption effect per 1 KRW of generation is 1.365 KRW in Chungnam and 0.217 KRW in the rest of the nation, indicating that the effect in Chungnam is approximately 6.29 times greater. Electricity-intensive manufacturing industries, such as semiconductors, experienced the highest levels of disruption. Under a scenario assuming a 10% reduction in coal-fired power generation, the estimated decrease in value added reaches 405.7 billion KRW. This vulnerability reflects Chungnam’s electricity-dependent industrial structure, which is centered on energy-intensive manufacturing. To mitigate potential supply gaps, accelerating the deployment of renewable energy in Chungnam is essential. Furthermore, national energy transition policies should be region-specific, taking into account local industrial structures and the spatial distribution of power plants.

본 연구는 석탄화력발전소 폐쇄에 따른 전력공급 차질이 충남 지역경제에 미치는 영향을 분석하고자, 산업연관분석을 활용하여 산업별 공급지장효과를 충남과 충남 외 전국으로 구분하여 비교하였다. 분석결과 석탄화력발전의 공급지장효과는 1원당 충남이 1.365원, 충남 외 전국이 0.217원으로 약 6.29배 높게 나타났고, 특히 반도체와 같은 전력 다소비형 제조업이 높은 공급지장효과를 보였다. 석탄화력발전소의 10% 생산감소 시나리오를 통한 부가가치 감소액은 4,057억 원에 달했으며, 피용자보수 감소액은 1,620억 원, 영업잉여 감소액은 725억 원, 생산세 감소액은 341억 원으로 나타났다. 또한, 충남은 석탄화력발전 외에도 LNG 발전을 제외한 대부분 에너지원에 높은 의존도를 보여, 전력 다소비형 제조중심의 산업구조와 발전소가 밀집된 전력 의존도가 높은 지역임을 확인하였다. 따라서, 석탄화력발전소 폐쇄로 우려되는 전력공급 공백의 문제를 해결하기 위해서는 충남의 신속한 신재생에너지의 보급이 필요하며, 국가 에너지 전환정책은 지역의 산업구조와 발전소 입지 등을 고려한 지역 맞춤형 정책설계가 필요할 것이다.
