This study aims to examine the current status of information sharing in maritime accident response operations and to analyze Korea Coast Guard practitioners’ perceptions of information transmission methods and system improvement needs, thereby deriving policy implications. To this end, a survey was conducted with 100 Korea Coast Guard officers who have experience in maritime rescue operations. The survey items focused on information-sharing channels, the relative importance of information types, the perceived impact of information sharing on rescue performance, and the limitations and improvement needs in the information transmission process. The results indicate that the Disaster Safety Communication Network is the most frequently used transmission channel; however, voice-based methods such as telephone communication are also widely utilized. Information sharing was perceived as providing practical support for situational awareness and pre-response preparation. In addition, the most critical information for rescue operations was identified as vessel condition, accident location, and the number of persons on board. The findings further reveal that the timeliness of information transmission, as well as the quality and appropriateness of shared information, are regarded as key factors influencing the effectiveness of rescue response. This study is significant in that it empirically confirms the importance of information sharing in maritime accident response. The findings are expected to serve as foundational data for enhancing rescue response capacity through improvements in information transmission methods and the quality of shared information.

본 연구는 해양사고 발생 시 구조현장에서 이루어지는 정보 공유의 실태와 이에 대한 해양경찰 실무자의 인식을 파악하고, 정보 전달 방식과 시스템 개선 요구를 분 석하여 정책적 시사점을 도출하는 데 목적이 있다. 이를 위해 구조 임무 경험이 있 는 해양경찰관 100명을 대상으로 설문조사를 실시하였다. 조사 문항은 정보 공유 수 단, 정보유형별 중요도, 정보 공유가 구조성과에 미치는 인식, 상황정보 문자시스템 에 대한 효율성 및 개선 요구 등으로 구성되었다. 분석 결과 재난안전통신망이 가장 많이 사용되는 전달 수단이지만, 여전히 전화 등 음성 기반 수단도 다수 활용되고 있었으며, 정보 공유는 상황 판단과 사전 준비 에 실질적인 도움이 되는 것으로 인식되었다. 또한 구조에 가장 중요한 정보는 '선박 상태', '사고 위치', '탑승 인원' 순으로 나타났고, 정보의 신속성과 함께 공유되는 정 보의 질과 적정성이 구조 대응의 효과성에 중요한 요소로 인식되었다. 이 연구는 해양사고 대응에서 정보공유의 중요성을 실증적으로 확인하였다는 점 에서 의의가 있으며, 정보전달 방식의 개선과 정보 품질 제고를 통한 구조 대응 역 량 강화를 위한 기초자료로 활용될 수 있을 것이다.
