This study aimed to develop play-based teaching and learning materials for elementary school multicultural education. The objectives were to analyze the achievement standards of the 2022 revised elementary school curriculum for multicultural education, analyze content elements by achievement standards, map content elements to multicultural education learning topics, develop play-based teaching and learning materials, and analyze the validity of these play-based teaching and learning materials. To achieve this, a literature review was conducted to examine multicultural education sub-elements and play-based instructional models related to teaching and learning material development. The development research also included an analysis of the curriculum for grades 1 and 2 (groups) of elementary schools to develop teaching and learning materials. Furthermore, a survey was conducted using a panel of experts and the development and analysis of a validity measurement tool. The play-based teaching and learning materials for elementary school multicultural education were developed by analyzing the achievement standards of the 1st and 2nd grade curriculum. The content elements for each achievement standard were extracted and mapped to multicultural education activity topics. The materials were then divided into 10 lessons based on the most relevant multicultural education learning topics. The developed teaching and learning materials were reviewed by experts, and analysis of the CVR confirmed that they were appropriate for students in grades 1 and 2. Developed through analysis of the elementary school curriculum and incorporating play activity methods appropriate for the characteristics of students in grades 1 and 2, the play-based teaching and learning materials will maximize learning outcomes through student interest and participation, and will be highly effective in achieving the goals of multicultural education.

이 연구는 초등학교 다문화교육을 위한 놀이 활동 중심 교수·학습 자료를 개발하기 위하여 초등학 교 다문화교육을 위한 2022 개정 교과 교육과정의 성취 기준 분석, 성취 기준별 교과 내용 요소 분석, 교과 내용 요소와 다문화교육 학습 주제 맵핑, 교수·학습 자료 개발, 개발 자료의 타당도 분석을 목적 으로 하였다. 이를 위하여 연구 방법은 교수·학습 자료 개발과 관련한 다문화교육 하위 요소, 놀이 수업모형 등 을 고찰한 문헌 연구, 초등학교 1~2학년(군)의 교과 교육과정 분석을 통한 교수·학습 자료 개발 연구, 전문가 집단 구성 및 타당도 측정 도구 개발 분석을 통한 조사연구를 하였다. 초등학교 다문화교육을 위한 교수·학습 자료는 초등학교 1~2학년(군) 교과 교육과정의 성취 기준 을 분석하고, 성취 기준별 교과 내용 요소를 추출하여 다문화교육 활동 주제와 연결하여 맵핑한 후 관 련 정도가 높은 다문화교육 학습 주제에 따라 10차시 분량의 놀이 활동 중심 교수·학습 자료를 개발 하였다. 개발된 교수·학습 자료는 전문가에게 검토를 받아 CVR을 분석한 결과 초등학교 1~2학년(군) 학생들을 위하여 적합하게 개발되었다는 것을 획인할 수 있었다. 초등학교 교과 교육과정 분석과 초등학교 저학년인 1~2학년(군) 학생의 특성에 적합한 놀이 활동 방법을 반영하여 개발한 자료는 학생들의 흥미와 참여를 통한 학습 효과의 극대화는 물론 다문화교육 의 목표를 구현하는 데 매우 효율적으로 활용될 것이다.
