This study examines the social engagement of the Family Federation for World Peace and Unification (FFWPU) in light of the principle of the separation of religion and state. Despite potential tensions between religion and public life, the FFWPU’s activities demonstrate that religious participation in society can serve as a moral and civic practice rather than a pursuit of political power, aligning with the original intent of church–state separation. The peace philosophy of the FFWPU, grounded in the doctrine of “One Human Family under God,” seeks to restore the order of divine love across individual, societal, and global dimensions. This philosophy is systematized through the Principle of Mutual Existence, Mutual Prosperity, and Mutual Righteousness—a theological and ethical framework that embodies divine love in the realms of economy, politics, and morality. The FFWPU’s social participation unfolds through three main dimensions: mutual existence, which promotes an economy of coexistence and shared well-being; mutual prosperity, which pursues political cooperation and interreligious fraternity; and mutual righteousness, which realizes moral transformation through the Family Movement and educational initiatives. These practices collectively represent the embodiment of divine publicness through the institutional and ethical realization of public good. Furthermore, under the vision of “One Human Family under God,” the Universal Peace Federation(UPF) has advanced the ideal of mutual prosperity into global governance. By organizing international expert associations such as the International Summit Council for Peace(ISCP), the International Association of Parliamentarians for Peace(IAPP), the Interreligious Association for Peace and Development(IAPD), the International Association of Academicians for Peace(IAAP), and others, UPF has provided a practical model of collaborative governance addressing global issues like religious conflict, climate change, and inequality. In conclusion, the FFWPU’s social engagement demonstrates that religion, even within the framework of church–state separation, can function as a “public moral actor” fostering ethical cooperation and peace. This study thus identifies the FFWPU’s peace movement as a concrete model of religious publicness that bridges faith and civic responsibility in contemporary global society.

본 연구는 정교분리 원칙의 관점에서 세계평화통일가정연합의 사회참여를 고찰하였다. 종교 의 사회참여는 종종 정교분리의 위반으로 오해되지만, 가정연합의 활동은 정치권력의 추구가 아닌 도덕적 변혁과 공공선의 실현을 지향하는 평화실천운동이라는 점에서 정교분리의 본래 취지와 충돌하지 않는다. 가정연합의 평화사상은 “하늘부모님 아래 인류 한 가족”이라는 신학적 명제를 중심으로, 인간과 사회, 국가 간의 관계를 하늘부모님의 참사랑 질서로 회복하려는 실천적 신학으로 전개 된다. 이러한 평화사상은 통일사상에 기초한 공생·공영·공의주의로 구체화되며, 각각 경제·정 치·윤리의 영역에서 하늘부모님의 사랑을 사회적 제도와 윤리로 구현하는 실천 체계를 이룬다. 공생의 실천은 경제평준화를 통한 상생의 경제를, 공영의 실천은 이념 대립을 초월한 형제정 치와 초종교적 연대를, 공의의 실천은 가정윤리와 도덕질서의 회복을 지향하였다. 이와 같은 실천은 공생·공영·공의주의의 사회적 구현으로서, 종교의 공공성을 회복하고 사회통합의 윤리 적 기반을 제공하였다. 또한 가정연합의 평화운동은 종교가 가치의 차원에서 사회문제 해결에 기여할 수 있음을 보여주며, 적극적 평화의 실현을 위한 ‘신적 공공성(Divine Publicness)’의 실천 모델을 제시하였다. 결국 가정연합의 사회참여는 정교분리의 한계를 넘어, 종교가 사회의 도덕적 변화를 이끄는 공의적 행위자로서 역할할 수 있음을 입증한다. 본 연구는 종교와 시민사회의 협력적 거버넌스 속에서 공생공영공의주의의 현대적 함의를 조명함으로써, 종교의 공공성과 평화운동의 새로운 방향을 제시하였다.
