This study explores the strategic direction of the Universal Peace Federation (UPF) within the expanding context of global civil movements. As the role of NGOs grounded in civic participation and social solidarity grows beyond state-centered peace efforts, this research aims to identify how UPF, as an international NGO, can effectively develop its own model of civic engagement. To achieve this, theoretical discussions on civil society, NGOs, new social movements, and global governance were examined, followed by a comparative analysis of three international NGOs—Oxfam, Greenpeace, and Good Neighbors. The analysis revealed that each organization demonstrated distinct strengths in sustaining and influencing global civic movements: Oxfam emphasized communitybased participation, Greenpeace strengthened expertise through scientific evidence and media strategies, and Good Neighbors institutionalized citizen-led campaigns. Based on these findings, this study proposes five strategic directions for UPF to achieve a balanced development between its international stature and civic foundation: first, establishing an integrated top-down and bottom-up structure connecting field and central activities; second, reinforcing professionalism through data-driven research; third, implementing long-term programs for inclusive citizen participation; fourth, diversifying financial resources through citizen contributions and corporate partnerships; and fifth, expanding collaborative advocacy with international organizations and partner NGOs.

본 연구는 글로벌 시민운동의 확산 속에서 천주평화연합(Universal Peace Federation, UPF)의 시민운동 전략을 모색하고자 하였다. 국가 중심의 평화운동을 넘어 시민사회의 참여와 연대를 기반으로 하는 NGO의 역할이 강화되고 있는 오늘날, UPF가 국제 NGO 로서 어떠한 방향으로 시민운동을 전개해야 하는지를 탐색하는 것이 연구의 목적이다. 이를 위해 시민사회·NGO·신사회운동·글로벌 거버넌스에 관한 이론적 논의를 검토하 고, 국제 NGO 사례로 옥스팜, 그린피스, 굿네이버스를 분석하였다. 분석 결과, 세 단체 는 각각 지역 기반 참여(옥스팜), 과학적 근거와 미디어 전략을 통한 전문성 강화(그린 피스), 시민참여형 캠페인의 제도화(굿네이버스)를 통해 글로벌 시민운동의 지속성과 영향력을 확보하고 있음을 보여주었다. 이러한 사례 분석을 토대로 본 연구는 UPF가 국제적 위상과 시민적 기반을 균형 있게 발전시키기 위해 다섯 가지 전략을 제안하였다. 첫째, 지역 현장과 중앙 조직을 연계하는 상향·하향 통합 구조의 구축, 둘째, 과학적데이터 기반의 전문성 강화, 셋째, 시민이 쉽게 참여할 수 있는 장기적 프로그램의 운영, 넷째, 시민후원 및 기업협력 등 재원구조의 다변화, 다섯째, 국제기구 및 협력 NGO와의 공동 옹호활동 확대이다.
