This study proposes policy measures to promote private investment in the artificial intelligence (AI) research and development software sector in South Korea. To this end, it compares and analyzes the AI private investment strategies of major countries and examines the discrepancies between these strategies and South Korea’s current investment landscape and government policies. The analysis reveals that each country adopts distinct strategies based on its industrial structure and policy orientation. The findings suggest that South Korea should establish a hybrid strategy that integrates these approaches. The study provides practical recommendations for building a sustainable AI ecosystem in South Korea through industry-specific investment strategies and strengthened public-private governance. It also highlights the need for follow-up research based on quantitative data and empirical validation of policy impacts.

본 연구는 한국의 인공지능 연구개발 소프트웨어 분야에 대한 민간 투자 활성화를 위한 정책적 방안을 제시한다. 이를 위해 주요국의 AI 민간 투자 활성화 전략을 비교 분석하고, 한국의 투자 현황 및 정부의 정책 방향과의 차이를 검토하였다. 분석 결과, 각국은 산업 구조와 정책 방향에 따라 다양한 전략을 채택하고 있으며, 한국은 이러한 사례를 융합한 전략 수립이 필요한 것으로 나타났다. 이에 본 연구는 AI 인프라 확충 및 대기업-스타트업 연계 강화, 정부 주도 대형 프로젝트 및 공공데이터 개방, 공공-민간 협력 기반 인프라 조성, 세제 지원 및 제도 개선 등의 정책을 제안하였다. 본 연구는 향후 산업별 맞춤형 투자 전략 수립 및 민관 거버넌스 강화를 통해 한국의 AI 생태계를 지속 가능하게 발전시킬 수 있는 실천적 방안을 제공하며, 정량적 데이터 기반의 후속 연구와 정책 효과 검증이 병행될 필요가 있음을 시사한다.
