This study explores effective response strategies to the rapid increase in digital sex crimes committed by adolescents using AI-based deepfake technology. As the accessibility of deepfake tools grows and social mediacentered youth culture evolves, such crimes are spreading rapidly among teenagers, causing serious societal harm. While recent discourse has focused on lowering the age of criminal responsibility and strengthening punitive measures, this research highlights the limitations of punishment-centered approaches and emphasizes the need for a paradigm shift toward prevention and education. It critically examines the structural limitations of the current juvenile justice system and the lack of digital literacy education, and proposes multifaceted response strategies including: strengthening digital ethics and legal education, building cooperative support systems among schools and communities, and expanding rehabilitative measures within the legal framework. This study underscores the importance of integrated approaches that consider the developmental characteristics and socio-cultural contexts of adolescents in addressing youth crimes in the digital age, and offers foundational insights for future policy development and educational program design.

본 연구는 인공지능 기반 딥페이크 기술의 확산에 따라 청소년에 의한 디지털 성 범죄가 급증하고 있는 사회적 현실에 주목하여, 이에 대한 효과적인 대응 방안을 모 색하고자 하였다. 최근 딥페이크 범죄는 기술의 접근성이 높아지고 SNS 중심의 놀이 문화가 확산 됨에 따라 청소년 사이에서 빠르게 증가하고 있으며, 이로 인한 사회적 피해도 심각한 수준에 이르고 있다. 이러한 현상 속에서 촉법소년 연령 하향 및 형사 처벌 강화를 중심으로 한 제도 개편 논의가 이루어지고 있으나, 본 연구는 그러한 처 벌 중심 접근의 한계를 지적하고, 예방과 교육 중심의 대응 패러다임 전환의 필요성 을 강조한다. 특히 현행 소년사법체계의 구조적 한계와 디지털 범죄에 대한 교육 부 재를 진단하고, 디지털 윤리교육 및 법교육 강화, 지역사회와 학교의 협력적 지원체 계 구축, 법체계 내 교화 중심 처우 확대 등 다각적인 대응 전략을 제안하였다. 본 연구는 청소년의 발달적 특성과 사회문화적 환경을 반영한 통합적 대응이 디지털 시 대 청소년 범죄 문제 해결의 핵심임을 강조하며, 향후 실효성 있는 정책 수립과 교육 프로그램 개발의 기초자료로 활용될 수 있을 것이다.
