Since the end of the Cold War, there has been increasing awareness of the limitations of hard power competition, such as military and economic strength. In response, public diplomacy has gained renewed attention and importance, often referred to as a “public diplomacy war” in the current global landscape. Among the various facets of public diplomacy, cultural diplomacy has not traditionally received as much focus as economic or security diplomacy. However, its significance is growing as public opinion increasingly influences foreign policy. Cultural diplomacy between Korea and China, in particular, is critical for fostering stability and mutual trust in East Asia. It plays a vital role in contributing to regional peace and stability, despite the political tensions between the two countries. This paper analyzes the evolution of cultural diplomacy between Korea and China, examining both its achievements and limitations. This study aims to explore how cultural diplomacy can mitigate conflicts and enhance mutual understanding, contributing to peace and coexistence in East Asia. By comparing and analyzing the differences in the cultural diplomacy policies of Korea and China, the study seeks to propose strategic directions for improving Korea-China cultural diplomacy. Ultimately, it is expected that cultural diplomacy will serve as a key tool for promoting long-term stability and mutual understanding in the East Asian region.

냉전 종식 이후, 군사력과 경제력과 같은 하드 파워 경쟁의 한계에 대한 인식이 증가 해 왔다. 이에 따라 공공외교가 재조명받으며 점점 더 중요한 역할을 차지하게 되었고, 현재는 ‘공공외교 전쟁’이라고 불릴 만큼 그 중요성이 강조되고 있다. 공공외교의 여러 분야 중에서, 문화외교는 경제외교나 안보외교에 비해 전통적으로 주목받지 못했으나, 여론이 외교정책에 미치는 영향력이 커짐에 따라 그 중요성도 점차 부각되고 있다. 특히 한중 간 문화외교는 동아시아 지역의 안정과 상호 신뢰 구축에 있어 필수적이며, 양국 간의 정치적 갈등에도 불구하고 지역 평화와 안정에 기여하는 중요한 역할을 하 고 있다. 이 논문은 한국과 중국 문화외교의 발전 과정을 비교·분석하며, 그 성과와 한계를 고찰한다. 이 연구는 문화외교가 갈등을 완화하고 상호 이해를 증진시킴으로써 동아시 아의 평화와 공생에 기여하기를 기대하며, 양국의 문화외교 정책을 비교하고 그 차이 를 탐구함으로써 한중 문화외교의 개선을 위한 전략적 방향을 제시하고자 한다. 그리 고 궁극적으로는 그 한계를 극복하고 문화외교가 갈등과 혐오가 아니라 동아시아 지역 의 장기적 안정과 상호 이해를 증진시키는 핵심 도구로 활용되기를 기대한다.
