This study was conducted to explore the experiences of directors of newly opened public and private kindergartens regarding the difficulties they face. To this end, data were collected from 10 directors of public and private kindergartens in S City in February 2025, and the common experiences of the subjects were analyzed using a phenomenological method that can discover the specific meaning and essence of the experiences. As a result of the analysis, four upper-level themes were derived: ‘Difficulties in the initial stages of operating a new public and private kindergarten’, ‘Relationships with parents’, ‘Relationships with teachers’, and ‘Meaning of the experience of opening a new public and private kindergarten’, and 10 lower-level themes, including ‘Limitations of financial support’, ‘Difficulties in operating space and facilities to improve the childcare environment’, ‘Difficulties in opening and the need for institutional improvement’, and ‘Conflicts and excessive responsibility faced by directors’, and 23 meaning units, including ‘Insufficient local government subsidies relative to the size of the kindergarten’, ‘Difficulties in purchasing teaching materials and equipment’, and ‘Unreasonableness due to lack of compensation’. This study is significant in that it specifically examined the experiences of newly opened public hospital directors regarding the difficulties they face, thereby providing support measures and basic data for preventive interventions to help them understand the meaning and essence of their experience in operating hospitals.

본 연구는 신규 개원한 국공립 어린이집 원장이 겪는 어려움에 관한 경험을 탐색하고자 실 시하였다. 이를 위하여 S시 소재 국공립 어린이집 원장 10명을 대상으로 2025년 2월에 자료 를 수집한 후 경험의 구체적인 의미와 본질을 발견할 수 있는 현상학적 방법을 사용하여 대 상자들의 공통 경험을 분석하였다. 분석 결과 ‘신규 국공립 어린이집 운영의 초기 단계 어려 움’, ‘학부모와의 관계’, ‘교사와의 관계’, ‘신규 국공립 어린이집 개원 경험의 의미’ 총 4개의 상위주제와 ‘재정적 지원의 한계’, ‘보육환경 개선을 위한 공간 및 시설 운영의 어려움’, ‘개 원의 어려움 및 제도 개선 필요성’, ‘원장이 직면하는 갈등과 과도한 책임 부담’ 등 10개의 하위주제, ‘어린이집 면적 대비 지자체 보조금 부족’, ‘교재교구와 기자재 구입의 어려움’, ‘무 보수로 인한 불합리함’ 등 23개의 의미 단위가 도출되었다. 본 연구는 신규 개원한 국공립 원장이 겪는 어려움에 관한 경험을 구체적으로 살펴봄으로써 개원 경험의 의미와 본질을 이 해하여 원 운영에 있어 심층적 이해를 돕기 위한 지원책들과 예방적 개입의 기초자료를 제 공했다는 점에서 의의가 있다.
