The multi-faceted concept of national human resource development demands a corresponding national R&D system. This study examined the relevance of national R&D management system in lights of the policy-making and implementing human resource development. The results of literature review showed that there are lack of coordination between and among various ministries with a detrimental consequences on making and implementing HRD policies. This study proposed a number of recommendations for enhancing both research and policy capabilities in the area of HRD as follows; first, governement restructuring based on the concept of HRD is required. If HRD is essential element for national development it is also necessary to align its govermental structure with the concept. Second, a mutually respectful and mutually checking relationships and culture should be created between research institutions and goverments. Third, it is absolutely essential for research institution to attract and retain quality research personnel. To do this the management of research institution should strive for financial security and expertise-based governance system.

지식기반시대의 국가경쟁력 결정의 핵심요소로서 제기된 교육인적자원개발 개념은 복합적 특성을 가지고 있기 때문에 이에 대한 연구개발역량의 중요성은 매우 높다. 이 글은 인적자원개발의 시대적 당위성을 전제로 하고 이를 구현하는 핵심 실현과정으로서 연구개발 추진체제의 적실성을 정부출연연구기관을 중심으로 분석하여 향후 국가경쟁력 강화를 위한 인적자원개발 추진체제 수립에 시사점을 주고자 한다. 인적자원개발에 관련된 국책 연구기관을 분석한 결과 이사회 체제하의 연구기관 특성분류는 인적자원개발의 개념적 요소인 양성과 공급, 배분과 활용에 적합하게 배분된 것으로 보인다. 그러나 동일한 인적자원전문분과위원회에 소속되어 있다고 해서 인적자원개발에 관련된 유기적 연구 네트워크를 형성하고 있다고 판단하기 보다는 학교체제, 직업훈련체제, 고용과 노동시장 및 청소년, 여성 등의 기존 연구기관 특성을 그대로 유지한 행정적 분류로 보는 것이 현재로서는 보다 적절한 것으로 보인다. 이에 대한 국가차원과 연구기관 차원의 교육인적자원개발 연구추진체제 개선안을 제시하였다.
