This study investigates the impact of the Combined Heat and Power (CHP) plant in Naepo New Town, Chungcheongnam-do, on housing prices using the Hedonic Price Model. By applying both linear and non-linear approaches, including the Box-Cox transformation, the analysis ensures robustness and consistency of the findings. Results reveal that proximity to the CHP plant significantly reduces housing prices, driven by environmental externalities such as noise, vibration, and air pollution. These findings underscore the critical need for careful site selection and operational strategies for large-scale energy facilities. This research contributes to the literature by providing empirical evidence on the economic and environmental trade-offs in new town development. Furthermore, it offers actionable policy recommendations, such as enhancing environmental impact assessments and incorporating community engagement in decision-making processes, to promote sustainable urban planning and mitigate adverse effects on residents’ well-being and property values.

본 연구는 충청남도 내포신도시 열병합 발전소가 인근 주택가격에 미친 영향을 실증적으로 분석하여 대규모 에너지 시설 입지와 환경적 외부효과 간의 관계를 규명하는 것을 목적으로 합니다. 내포신도시는 환경적으로 지속 가능한 신도시 개발을 목표로 설계되었으나, 열병합 발전소 운영으로 인한 소음, 진동, 대기오염 등 부정적 외부효과가 인근 지역 주민들의 주거 만족도와 자산 가치에 영향을 미치고 있다는 민원이 지속적으로 제기되고 있다. 이에 따라 본 연구는 발전소와 주택가격 간의 정량적 관계를 분석함으로써 관련 정책 수립에 기초 자료를 제공하고자 한다. 본 연구에서는 헤도닉 가격모형(Hedonic Price Model)을 활용하였으며, 선형 및 비선형 모형과 Box-Cox 변환을 적용하여 분석의 신뢰성과 타당성을 강화하였다. 분석 결과, 발전소와의 거리가 가까울수록 주택가격이 유의미하게 감소하는 것으로 나타났으며, 이러한 감소는 발전소로부터의 거리가 멀어질수록 점차 완화되는 비선형적 관계를 확인하였다. 특히, 발전소에서 발생하는 환경적 외부효과는 주택가격 하락의 주요 원인으로 작용하고 있음을 확인하였다. 이러한 결과는 대규모 에너지 시설의 입지와 운영 방식이 지역사회 및 주민들의 삶에 미치는 영향을 고려한 신중한 정책적 접근이 필요함을 시사한다. 이를 바탕으로 본 연구는 적정 이격 거리 설정, 환경 영향 평가 강화, 주민 참여 확대 등의 정책적 대안을 제안한다. 또한, 본 연구는 신도시 개발과 에너지 시설 배치와 관련된 유사 사례에 대해 유용한 기초 자료를 제공함으로써 지속 가능한 도시 및 지역개발의 실현에 기여할 것으로 기대된다.
