The ILO has changed the paradigm of discourse by emphasizing workers' ‘time sovereignty’. It is no longer a problem limited to the amount of working hours. The development of digital technology has made the limitations of grasping the existing quantitative-centered working hours clear. The distinction between the two has become ambiguous due to the blurred boundary between working hours and private hours. There was a need for a more active response from the ILO to the future of work facing technical and environmental challenges. The ILO reaffirmed that existing goals such as ‘freedom, human dignity, economic stability, and equal opportunity guarantees’ are still in effect. And in addition to this, the existing agenda is further clarified. The ‘expanding time sovereignty’, which is emphasized through the report ‘Work for a brighter future’ , is also an extension of this stance. The emphasis on time sovereignty means workers' complete control over their own time. Workers with time sovereignty must have the right to decide on their own time both quantitatively and qualitatively. All workers' hours, including working hours and private hours, are subject to this, and workers must be given complete options and control in terms of autonomy. The expansion of time sovereignty should be able to improve the quality of human life. The increased private time for workers based on the maintenance and increase of productivity should be used to prepare for the future. It can be used as an opportunity for workers to invest in their own self-development. Therefore, real reduction of working hours is premised on productivity improvement, and the boundaries of time are clearly defined to ensure time that workers can use themselves autonomously. This article attempted to examine its practical implications, focusing on ‘expanding time sovereignty’, an agenda presented in the report ‘Work for a brighter future’. In particular, since the expression ‘time sovereignty’ is used, the characteristics of the discourse centered on time sovereignty were examined. Since the report ‘Work for a brighter future’ is a message of the ILO to the world, including all member states in various political, economic, technical, and environmental situations, it is necessary to approach, understand, and apply the reality of Korea. Therefore, it is necessary to examine the implications of the time sovereign discourse on the situation in Korea. Based on these implications, workers' discourse on time sovereignty suggests what practical solutions to the situation in Korea.

이제 담론의 중심은 ‘근로시간’이 아니라 ‘시간 주권’이어야 한다. ILO 는 ‘시간 주권’을 새로운 담론 패러다임으로 제시했다. 디지털 기술의 혁신적 발전으로 인해 근로시간을 양적으로만 파악하는 기존의 접근방 법은 한계를 노출하고 있다. 근로시간과 개인시간 사이의 경계는 옅어졌 고, 양자 사이의 구별은 모호해졌다. 기술적･환경적 전환기를 맞은 ‘일 의 미래’에 대하여 ILO는 보다 적극적인 대응을 요구하고 있다. 물론 ‘인간의 자유, 존엄, 경제적 안정성, 균등한 기회 보장 등’ ILO의 기존 목표는 여전히 유효하다. 이러한 바탕 위에 기존 의제들은 더욱 선 명해지고 강력해졌다. ILO가 ‘일의 미래 보고서’를 통해 강조하고 있는 ‘시간 주권 확대’ 역시 이러한 기조의 연장선 위에 있다. 시간 주권의 강조는 자신의 시간에 대한 근로자의 주권적 선택과 결정, 통제를 의미한다. 근로자는 양적･질적으로 자신의 시간에 대한 온전한 선택･결정권을 가져야 한다. 근로시간과 개인시간을 아우르는 모든 시 간이 그 대상이다. 진정한 근로시간 단축은 생산성 향상을 전제로 시간의 경계가 명확히 획정되고 근로자의 자율적 사용이 보장될 때 실현된다. 근로자에 대한 시간 주권 확대는 삶의 질을 고양시킨다. 또한 4차 산업혁명, 지구온난화, 인구절벽 등 위기에 직면한 ‘미래의 노동’에 대하여 근로자가 대비할 수 있는 기회를 부여한다. 근로자에게 보장된 개인시간 은 불확실한 미래를 준비하기 위해 쓰일 수 있다. 자기 개발과 교육훈련 에 투자할 수 있는 기회로 활용될 것이다. 이 글에서는 ‘일의 미래 보고서’에서 제시하는 ‘시간 주권의 확대’를 중심으로 그 실천적 함의를 살펴본다. 특히 시간 주권 담론이 어떤 논의 와 의제를 포함하고 있으며, 그 담론이 갖는 특징이 무엇인지 검토한다. 이를 시간 주권의 소재(주체), 실현 및 침해, 행사방법 등으로 나누어 살 펴볼 것이다. ILO는 ‘일의 미래’를 어떻게 준비할 것인가에 대해 전 세계에 화두를 던지고 있다. ‘시간 주권의 확대’ 또한 그 메시지 중의 하나이다. 회원국 인 우리나라는 우리가 처한 현실을 고려하여 여기에 응답할 필요가 있 다. 따라서 시간 주권 담론이 한국의 상황에 시사하는 점이 무엇인지가 중요하다. 이러한 시사점에 기반하여 근로자의 시간 주권 담론은 한국의 상황에 어떠한 실천적 해답을 제시하고 있는지 살펴본다.
