The purpose of this study is to present a program to strengthen the military disaster safety management capabilities of safety managers to systematically and fundamentally respond to disasters required to secure the safety of military education and training sites. To achieve the purpose of this study, a scenario-based training-oriented model was developed through literature analysis, analysis of the operation cases of disaster safety education and training programs by state agencies, and expert review. The military disaster safety management capacity building program proposed in this study is applied to practice to cultivate the ability of practitioners and managers to effectively respond to various disaster safety situations occurring in the military. Therefore, the military disaster safety management capacity building program will contribute to minimizing non-combat losses in the military based on national security through organic cooperation with national agencies.

본 연구의 목적은 군 교육훈련 현장의 안전성 확보를 위해 요구되는 안전관리자의 체계적이고 근본적인 재난대응을 위한 군 재난안전관리 역량강화 프로그램을 제시하는 데 있다. 이러한 연구의 목적을 달성하 기 위해 문헌분석과 국가기관의 재난안전 교육훈련프로그램 운영사례를 고찰분석하고 전문가의 검토를 통해 시나리오 기반 훈련중심형 모델을 개발하였다. 본 연구에서 제시한 군 재난안전관리 역량강화 프로그램은 군에서 발생하는 각종 재난안전 상황에 대하여 실무자나 관리자들이 효과적으로 대응할 수 있는 능력을 배양하는 실습에 적용한다. 따라서 군 재난안전관리 역량강화 프로그램이 국가기관과 유기적인 협력을 통해 국가의 안전을 바탕으로 군내에서 비전투손실을 최소화하는 데 기여할 것이다. 그러나 인력과 보직의 순환이 잦은 군 조직의 특성상 지속적이고 반복적인 교육과 함께 다양한 각종 상황을 고려한 교육프로그램이 개발되고 보완되어야 한다.
