The purpose of this study is to address the issues arising from South Korea's rapid aging population and the increasing number of older adults with disabilities, and to propose policy responses to enhance their quality of life. To this end, the discussion focuses on four key areas: health rights, psychosocial support, employment, and community programs and policy services. Older adults with disabilities face more severe health challenges due to premature aging, necessitating preventive healthcare measures and the provision of medical information. Additionally, as social networks significantly impact life satisfaction, efforts to strengthen social support and participation programs are essential. In terms of employment, wage subsidies and the development of suitable job roles are critical. Welfare services must adopt an integrated approach to address the dual needs of aging and disability. This multidimensional approach enhances the quality of life of older adults with disabilities and promotes their social integration.

본 논문의 목적은 우리나라의 빠른 고령화와 장애인 중 고령장애인의 증가에 따른 문제를 다루며, 이들의 삶의 질 향상을 위한 정책적 대응 방안을 제시하기 위함이다. 이를 위해 이들의 건강권, 심리·사회적 지지, 고용, 지역사회 프 로그램 및 정책 서비스라는 네 가지 핵심 영역을 중심으로 논의했다. 고령장애인은 조기노화로 인해 비장애인보다 건강 문제가 더 심각하며, 이에 대한 예방적 건강관리와 의료 정보 제공이 필요하다. 또한 사회적 관계망이 삶의 만족에 중요 한 영향을 미치는 만큼, 사회적 지지와 참여 프로그램이 강화되어야 한다. 고용 측면에서는 임금 보조와 적합 직종 개발 이 중요하며, 복지 서비스는 장애와 노인의 이중적 욕구를 통합적으로 다룰 필요가 있다. 이러한 다차원적 접근이 고령 장애인의 삶의 질을 높이고 사회적 통합을 촉진한다.
