The purpose of this study is to understand whether research topics related to local autonomy reflect social necessity. The analysis data were analyzed and compared by text mining 916 thesis abstracts and 19,913 local government newspaper articles published in the "The Korean Association for Local Government & Administration Studies". As a result of the analysis, both papers and newspaper articles showed that local councils, decentralization, and local finance were highly related to local autonomy, and it was confirmed that COVID-19 had a great impact on local autonomy and local communities. In addition, when comparing the paper and newspaper articles, it was difficult to see that the subject of the paper sufficiently reflected social perception. Therefore, from the perspective of solving social problems, nine topics to be applied to local elections, governance, local welfare, local education, local finance, megacities, autonomous police systems, local councils, and responses to national crises were presented. Research results will contribute to the discovery and selection of research topics for solving social problems in the field of local autonomy.

본 연구는 지방자치와 관련된 연구주제가 사회적 필요성을 반영하는지 파악하는 것을 목적으로 한다. 분석자료는 「한국자치행정학회」에 실린 916편의 논문초록과 지방자치 신문기사 19,913편을 텍스트 마이닝으로 분석하고 비교하였다. 분석결과 논문과 신문기사 모두 지방의회, 지방분권, 지방 재정 등이 지방자치와 연관성이 높은 주제로 나타났으며, 코로나19가 지방자치와 지역사회에 미친 파급력이 크다는 사실을 확인할 수 있었다. 또한, 논문과 신문기사를 비교하였을 때 논문의 주제가 사회적 인식을 충분히 반영한다고 보긴 어려웠으며, 사회문제 해결의 관점에서 지방선거, 거버넌스, 지역복지, 지방교육, 지방재정, 메가시티, 자치경찰제, 지방의회, 위기의 대응 등 논문의 적용할 9개 의 주제를 제시하였다. 연구결과는 지방자치 분야에서 사회문제 해결을 위한 연구주제의 발굴과 선 택에 기여할 것이다.
