The purpose of this study is to establish a system for implementing effective comprehensive welfare services based on an analysis of the operational status and structure of the service delivery system for care and independent support policies for individuals with developmental disabilities in Gyeonggi Province, and to propose specific implementation measures tailored to the characteristics and needs of these individuals. To achieve this, the study involved an analysis of policy trends and previous research related to care and independent support for individuals with developmental disabilities, and conducted Focus Group Interviews (FGI) with academics, field practitioners, individuals with developmental disabilities, and their parents to understand the current state of policies and to derive improvement measures. The results of the study, through FGI, presented an effective service delivery system configuration and operational strategy, as well as specific implementation measures, for providing customized comprehensive welfare services that meet the characteristics and demands of individuals with developmental disabilities in Gyeonggi Province.

본 연구의 목적은 경기도 발달장애인 돌봄 및 자립지원 정책 운영 현황 및 서비스 전달체계 구조 분석을 바탕으로 실효성 있는 종합복지서비스 제공을 위한 추진 및 실행 체계를 마련하고, 경기도 발달장애인 특성 및 수요에 맞는 구체적 실행 방안을 제시하고자 한다. 이를 위하여 발달장애인 돌봄 및 자립지원 관련 정책 동향 분석 및 선행연구를 고찰하고 학계 및 현장실무 전문가, 발달장애인 당사자 및 부모 대상 돌봄 및 자립지원 정책 현황 파악 및 개선방안 도출을 위한 초점집단인터뷰 (Focus Group Interview: FGI) 실시하였다. 연구결과 FGI 통하여 경기도 발달장애인 특성 및 수요에 부합하는 맞춤형 종합복지 서비스 제공을 위한 효과적인 서비스 전달체계 구성⋅운영 전략과 구체적 실행방안 제시하였다.
