This article aims to provide an overview of the diagnosis and evaluation of NGO climate and environmental movements, exploring directions through diagnosis and evaluation. Climate and environmental issues are extremely broad topics that have been continuously addressed from the past to the future, with numerous NGOs involved. Recent preceding research indicates the necessity of promoting and encouraging broader participation in climate and environmental movements. It discussed concerns about how to respond when these issues intersect with other social problems, the phenomena of being bound by the state or capital, and the significant impact of environmental movements that many people can relate to. The current status shows that by 2024, there are over 13,000 non-profit private organizations, including those registered with the Ministry of Environment, fulfilling various roles. Despite the ongoing activities of climate and environmental NGOs, it was revealed that it is surprisingly difficult for individuals to directly experience these issues. Additionally, domestic and international NGOs, despite differences in scale, face common issues and propose improvement measures while promoting fundraising, education, and publicity. Finally, the directions and explorations presented in this article, although experimental, suggest that NGOs interested in climate or environment and wishing to enhance their expertise may achieve desired results by focusing on the ‘E’ in ESG. The article mentions ‘ESG certification’ for NGOs, with a particular emphasis on 'E.' By focusing on specific areas, NGOs may overcome the broadness and diversity inherent in climate and environmental movements to some extent.

이 글은 NGO 기후 환경 운동의 진단과 평가를 개괄적으로 제시하는데 목적을 두고 진단과 평가, 방향, 한계점을 모색했다. 기후 환경 문제는 광범위한 주제로 과 거부터 미래까지 계속 해결할 대상으로 수많은 국내외 NGO가 연결되어 있다. 최근 선행연구는 기후 환경 운동의 광범위성과 더 많은 사람의 참여를 촉진하고 공론장 을 형성해야 한다는 의견이었다. 기후 환경 운동이 다른 사회문제와 얽힐 때 생기는 문제, 국가나 자본에 얽매이는 현상에 대한 우려, 많은 사람이 공감할 수 있는 환경 운동은 파급력이 크다는 점을 논의했다. 이어서 국내 현황에서 2024년 비영리민간 단체는 1만 3천 개소가 넘으며 환경부 등록 단체를 비롯해 다양하고도 많은 역할을 담당하고 있다는 사실을 알 수 있었다. 기후 환경 관련 NGO 단체의 꾸준한 활동에 도 불구하고 그러한 문제는 개인이 직접 체감하기 쉽지 않다. 아울러 국내외 NGO 단체는 규모에 차이는 있으나 모금, 교육, 홍보를 추진하면서 생기는 문제로는 재원 의존성 심화, 정부 의제에 맞춰서 운동이 전개될 수 있다는 우려다. 마지막으로 이 글에서 제시한 방향과 모색은 실험적이지만 기후나 환경에 관심을 가지고 전문성을 높이고 싶은 NGO가 ESG에서 ‘E’에 초점을 두고 활동하면 소기의 성과를 달성할 수도 있다는 점이다. 그 방법으로 NGO의 ‘ESG 인증’을 언급했고 그 가운데 ‘E’에 더 초점을 두었다. 이에 NGO가 특정 영역에 초점을 맞추면 기후 환경 운동에서 발 생하는 광범위성과 다양성을 어느 정도 극복할 수 있을 것이다.
