This study examined how UPF should establish and operate its relationship with the United Nations, a federation of nations, to realize a world of peace from the perspective of the ‘Peace United Nation’. In addition, the possibility of solidarity activities was confirmed based on the interrelationship between the UN’s SDGs and the specific activities of UPF as an Abel UN. Furthermore, the direction of UPF’s activities toward the Peace UN was explored. Reverend Sun Myung Moon and Dr. Hak Ja Han Moon pointed out the limitations of the UN, which is centered on powerful countries that prioritize their own interests. To supplement this, they proposed a ‘bicameral system’ with the religious council as the upper house and the national diplomatic representatives as the lower house, but this was not accepted by the UN. In response, they established the Abel UN. And it was said that the existing Cain UN should be united with the Peace UN. In the end, the Abel UN and the existing UN become one in order to achieve a peaceful world. Therefore, the UPF, an international peace organization that has been given the mission of the Abel UN, should strive to develop into a peace UN through the process of uniting with the UN. Therefore, the UPF’s activities toward ‘Peace UN’ are presented as follows. First, we should strengthen solidarity activities with the UPF expert solidarity organization for the UN’s SDGs. Second, we should strengthen the peace movement through global governance in connection with the UN. Third, we should emphasize the importance of the role of religion in the UN and include it in the setting of the next development goals.

본 연구는 ‘평화유엔’의 관점에서 UPF가 평화세계를 실현하기 위해 국가의 연합 체인 유엔과의 관계를 어떻게 설정하고 활동해야 효과적인지를 살펴보았다. 그리고 유엔의 SDGs와 아벨 유엔으로서의 UPF의 구체적 활동들의 상호연관성을 바탕으로 연대 활동의 가능성을 확인해 보았다. 나아가 평화유엔을 향한 UPF의 활동방향을 모색해 보았다. 문선명･한학자 선생은 자국의 이익을 우선하는 강대국 중심의 유엔 의 한계를 지적하고 이를 보완하기 위해 종교 의회를 상원으로 두고 국가 외교 대 표들을 하원으로 두는 ‘양원제’를 제시하였으나 유엔에 수용되지 않았다. 이에 선생 은 ‘아벨 유엔’을 설립하고 기존의 가인격 유엔과 하나 되어 ‘평화 유엔’으로 나아 가야 한다고 밝혔다. 결국 평화 세계의 실현으로서 ‘평화 유엔’으로 나아가기 위해 서는 아벨 유엔과 기존의 유엔이 하나 되어야 하는 것이다. 따라서 아벨 유엔의 사 명을 부여받은 평화 국제기구인 UPF는 유엔과 하나 되는 과정을 통해서 평화 유엔 으로 발전할 수 있도록 노력해야 한다. 그러므로 평화 유엔을 향한 UPF의 활동 방 향을 다음과 같이 제시하였다. 첫째, 유엔의 SDGs에 대한 UPF 전문가 연대기구와 의 연대 활동을 강화해야 한다. 둘째, 글로벌 거버넌스를 통한 평화운동을 유엔과 연계하여 강화해야 한다. 셋째, 유엔 내 종교의 역할이 중요성을 각인시켜 다음 개 발 목표 설정에 포함되도록 해야 한다.
