This paper aims to examine ways to overcome the conflict with maternal protection caused by the Japanese government's strengthened mobilization of women for labor during the Asia-Pacific War. We examined the process of mobilizing women's labor in the military and heavy chemical industries during the wartime period, and examined the contents of women's labor and maternal protection through “Material for the Women's Labor Management Training Session.” The “Material for the Women's Labor Management Training Session” were published prior to the implementation of the Women's Labor Corps in August 1944. This material was provided for the management of women's workers in heavy chemical industries, machinery factories, and military companies that accepted the Women's Labor Corps. It differentiates between the mobilization of unmarried women and married women, and suggests increasing the number of daycare centers for the mobilization of married women and issuing child health checkups for infants and toddlers. In order to mobilize unmarried women, in terms of mental aspects, labor is emphasized as an absolute demand and responsibility of the state in order to correct the existing contemptuous perception of female labor. In terms of physical aspects, ‘imperial motherhood’ is emphasized to unmarried women in order to produce future ‘imperial citizens.’

이 논문은 아시아태평양전쟁기 일본정부가 여성의 노무동원을 강제･강화함으 로써 야기되는 모성보호와의 충돌을 어떻게 극복하는지 그 모색과 양립방안을 검 토하는 것을 목적으로 했다. 이를 위해 전시기 노동력 부족이 심각했던 군수산업 과 중화학공업에서의 여성노동자 동원을 검토하고 「여자근로관리 강습회 자료」 를 통해 여성노동과 모성보호의 양립을 살펴보았다. 「여자근로관리 강습회 자료」 는 1943년 11월 ‘여자근로관리 촉진의 건’이 공포되고 1944년 8월 여자근로정신 대를 실시함에 앞서 간행된 것으로 여자근로정신대를 받아들이는 중화학공업이나 기계공장, 군수회사 등에서 여성노동자의 근로관리를 위해 제시된 자료이다. 「강 습회 자료」를 통해 여성노동과 모성보호의 충돌 속에서 두 정책의 양립을 위해 일본정부의 선택을 엿볼 수 있었다. 그것은 미혼여성과 기혼여성의 동원을 구분한 것으로 기혼여성 동원을 위해 보육소를 증설하고 영유아의 건강검진을 위한 소아 체력수첩 발행 등을 제시하고 있다. 미혼여성 동원을 위해서는 정신적 측면에서 기존의 여성노동에 관한 멸시 어린 인식을 시정하기 위해 근로를 국가의 절대적 요청이자 책무로서 강조하고 있다. 신체적 측면에서는 장래의 ‘황국민’ 생산을 위 해 ‘황국모성’을 미혼여성에게 강조하고 있다.
