This study examines the policy of redevelopment of the North Port and analyzes overseas cases of complex cultural spaces to find ways to activate it, and aims to derive development plans and implications for activation of the complex cultural space for the regeneration of the downtown area of Busan North Port. Busan North Port has the common goal of revitalizing the downtown area and the regional economy, and is creating a complex downtown area by regenerating the underdeveloped downtown area and revitalizing the regional boundary through mutual development as its basic direction. The regional cultural resources of the Busan North Port area are based on the regional characteristics of a long history of diverse cultures gathering, and are a center of modern and contemporary culture and a space where cultural arts containing arts from various regions gather, telling the story of the region. In line with the increasing need for complex cultural spaces in the Busan region, the redevelopment of the North Port should be composed of complex functions for improving the quality of life of the region, residents, and visitors, based on the premise of creating a complex cultural space. The North Port should pursue sustainable development by utilizing regional cultural resources and being environmentally friendly and in harmony with the local community. Therefore, based on these basic directions, the complex cultural space should be created in harmony with marine leisure and culture in accordance with the current situation where the area is being used for sales and business, and it should be a space for both visitors and local residents. Through this activation plan, the complex cultural space of Busan Bukhang will improve the quality of life of local residents by providing multiple services, provide convenience to visitors, and give a positive image, and become a clue for revitalizing the local economy. In addition, by applying nature-friendly cultural elements to the Busan Bukhang complex cultural space, a brand image unique to Busan and Bukhang can be established. By utilizing the regional characteristics of Busan Bukhang, where various cultures gather, the image of Busan Bukhang can be raised to an international city through the on-site festival. To this end, professional cultural and arts planners need to reside in each field and continuously develop differentiated content and programs.

이 연구는 북항 재개발의 정책을 살펴보고 해외의 복합문화공간 사례 분석 후 부산 북 항의 원도심 재생을 위한 복합문화공간의 발전 방안과 활성화를 위한 시사점을 도출해보 고자 하였다. 부산 북항은 원도심과 지역경제 활성화를 공통 목적을 가지고 낙후된 원도심 의 재생으로 복합도심을 조성하고 상생발전을 통한 지역 경계 활성화를 기본 방향으로 두 고 있다. 부산 북항 일대의 지역문화자원은 오랜 역사를 거쳐 다양한 문화가 모이는 지역 적 특성을 기반으로 근·현대 문화의 중심지이자 여러 지역의 예술을 담은 문화예술이 집결하는 공간으로서 지역의 이야기를 갖는다. 부산 지역 내의 복합문화공간 필요성의 증가추 세에 따라, 북항의 재개발은 복합문화공간 조성을 전제로 지역과 주민, 방문객의 삶의 질 향상을 위한 복합기능으로 구성되어야 한다. 북항은 지역문화자원을 활용하여 환경친화적 이고 지역사회와 조화를 이루며 지속 가능한 발전을 추구해야 한다. 그러므로 이러한 기본 방향을 두고 용도지역을 판매와 업무로 다수 사용되고 있는 현 상황에 맞는 복합문화공간 의 조성을 통해 해양레저와 문화가 조화를 이루고 방문객과 지역민 모두를 위한 공간 되 어야 한다. 이러한 활성화 방안을 통해 부산 북항의 복합문화공간은 멀티 서비스 제공을 통해 지역민의 삶의 질을 높이고, 방문객들에게 긍정적 이미지를 주고 지역 경제 활성화를 위한 실마리가 될 것이다. 또한, 자연 친화적 문화자원을 부산 북항 복합문화공간에 적용 하여 부산과 북항만의 브랜드 이미지를 구축할 수 있다. 다양한 문화가 집결하는 부산 북 항의 지역적 특성을 살려, 축제의 현장화를 통해 국제도시로의 이미지로 상승시킬 수 있 다. 이를 위하여 전문 문화예술기획자가 분야별 상주하여 차별화된 콘텐츠와 프로그램의 지속적인 개발이 필요하다.
