This study was designed to analyze the operation status and needs of the Youth Farmers 4-H activity program and suggest a direction for the development of the program, applying research using questionnaires and interviews. The subjects of the questionnaire survey were 200 young farmers and 120 guidance civil servants, and the subjects of the interview survey were 6 experts from related organizations. The survey tool, the questionnaire, consisted of 25 questions for young farmers and 24 questions for guidance officials, and the interview paper was a structured interview. χ2 verification and t verification methods were applied to the collected questionnaire response data of 271 people, and the interview response data were divided into items. It was organized and analyzed separately. The Youth Farmer 4-H activity program had the basic goal of ‘cultivating professional farmers who will lead the sustainable development of agriculture and rural areas’ and was required to be systematically it by dividing it into new member introductory training and executive leadership training courses. In other words, the introductory training course was required to run as a one-day training (up to 8 hours) or 2 days and 1 night at the city/provincial level with the goal of understanding 4-H and settling down in rural areas through farming, and the leadership training course was required to develop a program that can be run for 2 days and 1 night at the central level with the goal of strengthening the role and capabilities of key leaders. The development of youth farmer 4-H activity program is required an organic collaboration between the Rural Development Administration, Korea 4-H Headquarters, and the Youth Farmer 4-H Association, enabling young farmers to fulfill their roles as subjects of agriculture and rural areas and as youth leaders in the local community. In addition, the Rural Development Administration has established and systematically promoted the 'Basic Policy for Supporting Korean 4-H Activities' in accordance with the 'Korea 4-H Activities Support Act', needs to be able to develop textbooks and manuals, train and support instructors, and develop and operate platforms.

이 연구는 청년농업인4-H 활동 프로그램의 운영 실태와 요구를 분석하여 프로그램의 개발 방향을 제시하기 위한 것으로써, 질문지와 면접에 의한 조사연구를 적용하였다. 질문지 조사 대상은 무선 표집 방법으로 청년농업인 200명과 지도공무원 120명을 표본으로 하고, 면접 조사 대상은 관련 기관의 전문 가 6명으로 하였다. 조사 도구인 질문지는 청년농업인용 25문항과 지도공무원용 24문항으로 하고, 면 접지는 구조화된 면접지로 하였다. 회수된 271명의 질문지 응답 자료는 χ2 검증과 t 검증 방법을 적용 하고, 면접 응답 자료는 항목별로 정리하여 분석하였다. 청년농업인4-H 활동 프로그램은 ‘농업·농촌의 지속 가능한 발전을 선도할 전문농업인 양성’을 기 본 목표로 하고, 신규회원 입문교육과 임원 리더십교육 과정으로 구분하여 체계적으로 개발하는 것이 요구되었다. 입문교육 과정은 4-H에 대한 이해와 영농을 통한 농촌 정착을 목표로 하여 시·도 단위에 서 당일 교육(8시간 이내) 또는 1박 2일로 운영하고, 리더십교육 과정은 4-H회를 이끌어가는 핵심 리 더의 역할 및 역량 강화를 목표로 중앙 단위에서 1박 2일로 운영할 수 있도록 프로그램을 개발하는 것 이 요구되었다. 이와 같은 청년농업인4-H 활동 프로그램 개발은 농촌진흥청, 한국4-H본부, 청년농업인4-H연합회 등이 유기적으로 협력하여 청년농업인들이 농업·농촌의 주체와 지역사회의 청년 지도자로서 역할 수 행이 가능해지게 하는 것이 요구된다. 또한 농촌진흥청은 「한국4에이치활동지원법」에 의한 ‘한국4-H 활동 지원 기본시책’을 수립하여 체계적으로 추진하고, 교재 및 매뉴얼 개발, 강사 요원 양성 및 지원, 플랫폼(platform) 개발 및 운영 등이 가능해지게 할 필요가 있다.
