The Verification of Artistic Activities is a basic procedure for participation in artists’ welfare projects, and refers to a system that confirms that an artist is engaged in artistic activities with art as his or her ‘business’ under the Artist’s Welfare Act. The Verification of Artistic Activities functions as a precedent system for artist welfare policy, so there is a lot of interest from field artists, local cultural foundations, and artist support organizations. Accordingly, this study aims to derive methods for proving artistic activities (artistic activity performance, income, etc.), detailed standards, validity period, performance recognition scope, overall operation improvement plan for the Verification of Artistic Activities, and amendments to laws and guidelines for the Verification of Artistic Activities. In order to identify major changes since the introduction of the existing Verification of Artistic Activities, we used metadata information related to the Verification of Artistic Activities from the Korea Artists Welfare Foundation, including analysis of previous research, operating systems related to the Verification of Artistic Activities. A group interview was conducted with 61 people, including those in charge of certification projects, artists, and review committee members. Legal/institutional improvement measures presented based on the FGI results include the need to expand performance standards, reconsideration of recognition standards and detailed standards, strengthening sanctions on applications for false Verification of Artistic Activities, support for disabled artists, and formalization of internal standards for each division's review committee. One of the significance of this study is that in addition to the extensive metadata related to the Verification of Artistic Activities, group interviews were conducted with a total of 61 artistic activity certification project managers, artists, and deliberation committee members, and a system improvement plan was derived based on the two parts of data. Future tasks include coming up with an improvement plan for the Verification of Artistic Activities tailored to the needs of genre, age, and gender through surveys targeting a larger sample size and in-depth FGI.

예술활동증명 제도는 예술인 복지사업 참여를 위한 기본 절차로, 예술인 복지법상 예술을 ‘업’으로 하여 예술활동 을 하고 있음을 확인하는 제도를 말한다. 예술활동증명 제도는 예술인 복지정책의 선행제도로 기능하고 있어 현장 예술인 및 지역 문화재단, 예술인지원기관 등의 관심이 높다. 이에 이 연구에서는 예술활동증명 방식(예술활동 실적, 수입 등)·세부 기준·유효기간·실적인정 범위, 예술활동증명 제도의 전반적인 운영 개선방안 및 법령과 지침 개정 안 도출을 목표로 하여 예술활동증명 제도 개선방안 모색을 진행했다. 기존 예술활동증명 제도 도입 후 지금까지의 주요 변화를 파악하기 위하여 본 연구는 선행연구 분석 및 예술활동 증명 관련 운영체계, 회의록 등 한국예술인복지재단의 예술활동증명 관련 메타데이터 정보를 활용했으며 예술활동증 명 사업담당자, 예술인, 심의위원 등 61명을 대상으로 한 그룹인터뷰를 진행했다. 인터뷰 결과를 토대로 내놓은 법적/제도적 개선방안은 실적 기준의 확대 필요성, 인정 기준 및 세부 기준의 재고, 허위 예술활동증명 신청에 대한 제재 강화, 장애 예술인에 대한 지원, 분과별 심의위원회 내부 기준 공식화 등이다. 이번 연구의 의의 중 하나는 예술활동증명 관련 방대한 메타데이터뿐 아니라 총 61명의 예술활동증명 사업담당 자, 예술인, 심의위원 등을 대상으로 한 그룹 인터뷰를 진행하여 두 개의 데이터를 기반으로 하여 제도 개선안을 도 출했다는 것이다. 향후 과제로는 좀 더 많은 표본 수를 대상으로 한 설문조사 및 깊이 있는 FGI를 통해 장르별, 연령 별, 성별 요구에 맞는 예술활동증명 제도 개선안을 내놓는 것이라 할 수 있다.
