This study aims to present an e-government system success model in an involuntary use environment. The research data were collected from 484 respondents to a survey conducted in 2022 for users of the Government Enterprise Architecture Portal(GEAP). The research model was constructed by modifying DeLone and McLean's(2003) information system success model to an involuntary use environment, and it was empirically analyzed using PLS-based structural equation modeling(PLS-SEM). The analysis results can be summarized as follows. First, it was found that all quality(service, information, system) factors of the information system success model had a positive effect on user satisfaction. Second, among all quality(service, information, system) factors, only service quality was found to have a positive effect on use. Third, user satisfaction was found to have a positive effect on system performance, which is the goal of information systems. Fourth, the use of the e-government system in the involuntary use environment was found not to be related to system performance. The above research results are expected to help organize the discourse to develop e-government system success factors in the environment of involuntary use.

본 연구는 비자발적 이용 환경에서의 전자정부 시스템 성공모형을 제시하는 데 목적이 있다. 이 를 위해 2022년 범정부EA포털(GEAP) 이용자 대상으로 수행한 만족도 조사에 응답한 484명의 데이 터를 수집하였다. 기존 DeLone and McLean(2003)의 정보시스템 성공모형을 비자발적 이용 환경에 서의 정보시스템 성공모형으로 수정한 연구모형으로 활용하였으며, 이를 PLS 기반 구조방정식(PLSSEM) 을 통해 분석하였다. 분석 결과는 다음과 같이 요약될 수 있다. 첫째, 정보시스템 성공모형의 모 든 품질(서비스, 정보, 시스템) 요인이 이용자 만족에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 모 든 품질(서비스, 정보, 시스템) 요인 중에서는 정보품질만이 이용에 긍정적인 영향을 미치는 것으로 나 타났다. 셋째, 이용자 만족은 정보시스템의 목표인 시스템 성과에 긍정적인 영향을 미치는 것으로 나 타났다. 넷째, 정책적 환경과 같은 비자발적 환경에서 시스템 성과에 영향을 미치는 변수는 이용이 아 닌 만족이 주된 영향을 미치는 것으로 나타났다. 이러한 연구결과는 비자발적 이용 환경에서의 전자 정부 시스템 성공 요인을 개발하는 데 도움이 될 것으로 기대된다.
