The purpose of the study is to analyze the operation of the faculty meeting, find problems which hinder democratic decision-making, and suggest better ways for democratic operation and decision-making at the faculty meeting. For the purpose of the study, the researcher interviewed 4 teachers, who had worked for at least three years at Jeonju ○○ Elementary School, Jeonju, Jeollabuk-do Province. The results of the study suggest that in-service training programs for principals need to be expanded to change their perception and role for the faculty meeting. Second, teachers also need to take programs for changing their mindsets, and try to change roles and promote formation of community. Third, the role and function of the faculty meeting needs to be expanded to break away the perfunctory operation of the faculty meeting. Fourth, for fostering the culture of debating or discussing, the office of education or Department of Education needs to publish and distribute manuals or handbooks for the faculty meeting, supports schools through consultings, and provide various leadership programs based on career levels to build leadership capacities for democratic operation of schools. Finally, the time and place for the faculty meeting need to be changed and adjusted for more effective and democratic operation of the faculty meeting.

본 연구의 목적은 교무회의의 운영 실태를 살펴보고, 민주적 의사결정을 저해하는 요인들 을 파악하여 교무회의의 민주적 운영 및 의사결정을 위한 개선 방안을 모색하는 것이다. 이 러한 연구 목적을 달성하기 위해 본 연구에서는 전라북도 전주시에 소재한 ○○초등학교에서 3년 이상 근무하고 있는 4명의 교사들을 대상으로 면담을 실시하였다. 면담 결과가 시사하는 바는 다음과 같다. 먼저, 학교장을 대상으로 하는 인식 및 역할 개선을 위한 연수 확대가 필 요하다. 둘째, 교사의 인식과 교직 문화 개선 및 실질적인 공동체 형성을 위한 노력을 확대해 야 한다. 셋째, 교무회의의 역할과 기능을 강화할 필요가 있다. 넷째, 성숙한 토론문화 형성을 위해 교무회의 운영 관련 매뉴얼 개발 보급, 학교컨설팅을 통한 지원, 그리고 경력단계별 리 더십 연수 프로그램 및 중견 교사를 위한 리더십 프로그램 운영 등 민주적 학교 운영을 위한 리더십 역량강화를 위한 지원이 필요하다. 끝으로, 교무회의 개회 시기 및 공간에 대한 조정 및 정비가 필요하다.
