This study investigates how much R&D planning consulting for SMEs affects the management performance of SMEs considering the recent increase in R&D support projects, and how to develop actual R&D planning consulting activities. Based on the literature review, the research model and corresponding research hypotheses were developed. The research questionnaires were distributed to the consultants who have experience on R&D planning consulting for small and medium-sized enterprises. After obtaining the validity and reliability of each factor in research model, the research hypotheses were tested by using structural equation model. Analysis results implied that four factors (technology development goal establishment, implementation plan, and face-to-face evaluation response strategy) except one factor (corporate technology analysis and specification) of R&D planning consulting for small and medium-sized companies positively affected R&D execution consulting. The only one factor (support from management) of corporate characteristics and consulting experience modulated the relationship between R&D planning consulting and R&D execution consulting. Moreover, R&D execution consulting affected both financial and non-financial performances of companies. The results of this study provides implications for consultants to actively express the importance of consulting in the process of proposing R&D planning consulting for SMEs in the future. Moreover, in order to achieve more meaningful performance, consultants need to recognize that the support of management with high decision-making power plays a greater role in the process of consulting. In the future, it is important to emphasize and share the consulting experience actively.

본 연구는 최근 증대되고 있는 중소기업의 R&D 지원사업 수주와 관련하여 중소기업을 대상으로 R&D 기획컨설팅과 관련된 활동을 개발하 여 이 활동이 R&D 실행컨설팅과 경영성과에 얼마만큼의 영향을 미치는지를 파악하고자 한다. 이를 위해 국내외 문헌을 검토하여 이를 바탕으 로 연구모형을 개발하고 연구가설을 수립한 후, 중소기업 R&D 기획컨설팅 경험을 가진 컨설턴트를 대상으로 설문조사를 하였다. 각 구성개념 의 타당성과 신뢰성을 확보한 후 구조방정식모형을 활용하여 가설을 검증하였으며 분석 결과는 다음과 같다. 첫째, 중소기업을 대상으로 한 R&D 기획컨설팅이 R&D 실행컨설팅에 부분적으로 영향을 미치는 것으로 나타났다. 기술현황조사, 기술개발 목표수립, 실행방안 도출, 대면 평가 대응전략 요인은 R&D 실행컨설팅에에 긍정적 영향을 주었지만, 기업기술분석 및 구체화 요인은 통계적으로 유의미한 영향을 미치지 못 하였다. 둘째, 기업의 특성들(경영층의 지원, 변화수용력, 정보기술 제공정도) 중 경영층의 지원 변수만이 중소기업을 대상으로 한 R&D 기획컨 설팅과 R&D 실행컨설팅의 관계를 조절하는 것으로 분석되었다. 셋째, 컨설턴트의 컨설팅 경험이 많을수록 중소기업을 대상으로 한 R&D 기 획컨설팅이 R&D 실행컨설팅에 더 많은 영향을 미치는 것으로 검정되었다. 넷째, R&D 실행컨설팅은 기업의 재무적 성과와 비재무적 성과에 모두 영향을 미치는 것으로 나타났다. 본 연구의 결과는 앞으로 컨설턴트가 중소기업을 대상으로 한 R&D 기획컨설팅을 제안하는 과정에서 컨 설팅의 중요성을 적극적으로 피력하여야 하며, 컨설팅을 진행하는 과정에서 의사결정권이 높은 경영진의 영향이 무엇보다 크게 작용한다는 점 을 인식하여 R&D 기획컨설팅을 진행하면 보다 유의미한 성과를 도출할 수 있을 것이다. 또한 향후 컨설턴트는 R&D 기획컨설팅 경험을 더욱 강조하거나 경험이 많은 컨설턴트의 노하우를 적극적으로 습득하는 것이 필요하다고 판단된다.
