Regulatory authorities around the world are increasingly focusing on the research and development of regulatory science with the need to develop regulations that reflect patient access to medical products and the growing demand for public health. In this context, it is important for regulatory science researchers and educators to have a proper understanding of the goals and context of regulatory science, necessitating a review of its definition, as well as research and development strategies. Unlike regulatory affairs, which is the strategic implementation of regulatory processes, regulatory science focuses on evaluation methods or criteria that generate evidence through scientific research. For regulatory science research, the FDA and the EMA have provided clear research areas through Focus Areas of Regulatory Science (FARS) and Regulatory Science Research Needs (RSRN), respectively, and have established sufficient institutions and funding for the field. In addition, programs run by the Center of Excellence in Regulatory Science and Innovation (CERSI) in the United States and the Innovative Medicines Initiative (IMI) in Europe are training professionals in regulatory science. Ministry of Food and Drug Safety (MFDS) initiated research and training program on regulatory science in 2021. To achieve the goals, it is necessary to properly understand the concept of regulatory science, develop the research areas of regulatory science by taking reference from overseas cases, and establish a system for supporting them. 의료제품에 대한 환자의 접근성, 사회적 공중보건의 수요 증가 등을 반영한 규제를 개발할 필요성이 증가함에 따라 전 세계적으로 규제기관에서 규제과학(Regulatory science)의 연구 및 개발에 주목하고 있다. 이때 규제과학 연 구자와 교육자들은 규제과학의 목표와 맥락을 올바르게 이해하는 것이 중요하며, 이를 위해 정의와 국내외에서의 연 구 및 발전 전략을 살펴보아야 한다. 규제 프로세스를 전략적으로 구현하는 규제업무와 달리, 규제과학은 과학적 연 구를 통한 근거를 생성하는 평가 방법 또는 기준에 초점을 맞추고 있다. 이때 규제과학의 연구를 위해 미국 FDA와 유럽 EMA는 각각 규제과학 중점 분야(Focus Areas of Regulatory Science, FARS)와 규제과학 연구 수요(Regulatory Science Research Needs, RSRN) 등을 통해 연구 방향을 명확히 제시하여 해당 분야에 충분한 기관과 자금을 마련하 고 있다. 또한 미국의 Center of Excellence in Regulatory Science and Innovation(CERSI)와 유럽의 Innovative Medicines Initiative(IMI) 등에서 운영하는 교육 프로그램을 통해 규제과학 인재를 양성하고 있다. 한국의 식품의약품 안전처는 2021년부터 규제과학 연구 및 인재양성을 본격적으로 시작하였다. 성공적인 연구와 인재 양성을 위해 규제 과학의 개념을 올바르게 이해하고, 해외 사례를 참고하여 규제과학 연구분야를 개발하고 지원 체계를 구축해야 한다. 이를 위해 규제과학을 다음과 같이 정의 및 개념화할 것을 제안하며, 궁극적으로 글로벌 표준과 공중보건 및 의료제 품 혁신을 이루어낼 수 있는 규제과학으로 이어지길 기대해본다. • 규제과학은 정부가 기업의 활동, 특히 국민의 건강이나 안전과 관련된 행위를 조정하는 규제제도의 과학적 토대이다. • 규제과학은 정부나 산업계가 규제법령을 실질적으로 시행 또는 집행하는 실무분야인 규제업무와는 구별되는 연구 •의 영역이다. • 규제과학은 의료제품 등을 규제하는 기준치나 조건 등을 어느 정도까지 정해야 안전하고 유용하며 합리적인지에 대 • 하여 연구하는 자연과학 및 사회과학의 융합과학이다.
