This study aimed to identify the key factors that should be included in the qualification and training process for Designated Person. This was achieved by conducting a job analysis of designated person using the DACUM technique. An expert committee consisting of eight members was formed between August and October 2020 to conduct the analysis. The results showed that the primary responsibility of designated person is to establish and manage a safety management system to ensure the safe operation of the ship, prevent human injury, and protect the marine environment. This also includes emergency response work in case of occurrence. The study also identified several responsibilities of designated person, such as manpower and ship operation, emergency plan establishment and implementation, accident and defect reporting, corrective action, vessel and facility maintenance, document and data management, and safety management system inspection and evaluation. Tasks were derived from 3 to 5 levels based on the level and scope of the responsibility, resulting in the creation of a job model consisting of 26 tasks. Finally, the study presented recommendations for linking education and training programs with qualification systems based on the research findings.

본 연구는 선박안전관리사의 직무분석을 통하여 선박안전관리사 자격 및 양성과정에 포함되어야 하는 직무를 도출하는데 목적이 있었다. 연구 목적을 달성하기 위하여 2020년 8월부터 2020년 10월 사이 전 문가 총 8명을 대상으로 DACUM위원회를 구성하여 직무분석을 실시하였다. 연구 결과, 첫째, 선박안전 관리사의 직무는 선박의 안전운항, 인명손상 방지, 해양환경보호 등을 위하여 안전관리체제를 수립 및 관 리함으로써 선박에 필요한 인적․물적․정보자원을 육상 지원하고, 선박사고 발생시 비상대응하는 일로 정의하였다. 둘째, 선박안전관리사의 책무는 인력운영, 선박운용, 비상대책 수립 및 시행, 사고․결함 보 고 및 시정 조치, 선박․설비 유지, 문서 및 자료 관리, 안전관리 체제 점검 및 평가로 구성하였다. 책무 별 작업은 책무의 수준 및 범위를 고려하여 3~5개 수준으로 도출하여 총 26개로 구성하여 직무모형을 도출하였다. 연구결과를 토대로 교육훈련프로그램과 및 자격제도 연계를 위한 제언을 제시하였다.
