This study seeks to find the opinion that holds true for the eastern coastal region of China among the Keynes’s hypothesis and Wagner's law by analyzing the causal relationship between fiscal expenditure and economic growth. According to the classification of China's eight major economic zones, it was conducted for Jiangsu and Zhejiang provinces in the eastern coastal region, and panel data were constructed and used based on the data provided by the Chinese Urban Statistical Yearbook from 2008 to 2018. Jiangsu Province and Zhejiang Province were selected as the subject of this study because they are major cities in the Yangtze River Delta region integrated development plan, and it is necessary to understand the causal relationship between fiscal expenditure and economic growth. As a result of the panel Granger causality analysis, the Keynes’s hypothesis that fiscal spending affects economic growth was established. As a result of analysis with a fixed effect model based on the Keynes’s hypothesis, it was found that an increase in fiscal spending has a positive effect on economic growth. These results can be interpreted that the stable economic growth through President Xi Jinping's dual circulation strategy will work correctly in the eastern coastal region.

본 연구는 재정지출과 경제성장 간의 인과관계 분석을 통해 케인즈 가설과 바그너 법칙 중에서 중국 동부 연해 지역의 성립하는 의견을 찾고자 한다. 중국의 8대 경제 권역 구분에 따라 동부 연해 지역의 장쑤성과 저장성을 대상으로 진행하였으며, 2008년 부터 2018년까지 중국도시통계연감에서 제공하는 자료를 기준으로 패널 자료를 구축 하여 사용했다. 장쑤성과 저장성은 장강 삼각주 지역 통합 발전 계획에 주요 도시로써 재정지출과 경제성장 간의 인과관계 파악이 필요한 지역이기 때문에 본 연구의 대상으 로 선정했다. 패널 그랜저 인과관계 분석 결과, 재정지출이 경제성장에 영향을 미친다 는 케인즈 가설이 성립하였다. 케인즈 가설을 바탕으로 고정효과모형으로 분석한 결과, 재정지출이 증가할 때 경제성장에 긍정적인 영향을 미치는 것으로 나타났다. 이러한 결과는 시진핑 주석의 쌍순환 전략을 통한 안정적인 경제성장이 동부 연해 지역에는 올바르게 작용할 것으로 해석할 수 있다.
