Mencius is the richest source of Eastern political philosophy. What Mencius emphasized is the politics of ‘humanity’. Before Mencius, Confucius emphasized ‘In(仁),’ and after Mencius, Xunzi emphasized ‘Ye(禮)’. In modern terms, Mencius dreamed of a just society and a fair world. However, when talking about Mencius’s political philosophy, we should not only talk about justice and fairness. Mencius was also seen as a major element of politics, as Confucius emphasized ‘In’. However, if ‘In’ is translated as ‘benevolence’ in modern language, the meaning is not conveyed well. So, in this article, we insist on moving to ‘empathy’ in modern terms. This was inspired by Jeong Yak-yong’s assertion that “The Four Books (四書) is a commentary on a single character of ‘Seo(恕)’” and translated ‘Seo’ to empathy. In other words, Mencius inherited Confucius’ politics of empathy, and here it can be seen that he considered ‘justice’ or ‘fairness’ as important as a double-edged sword. Focusing on these concepts, I try to understand Mencius’s empathy politics through Jeong Yak-yong’s commentary on Mencius, Maengjayoui (孟子要義).

『맹자』는 동양 정치철학에 관한 가장 풍부한 원전이다. 맹자가 강조한 것은 ‘인의(仁義)’의 정치이다. 맹자 이전에 공자는 ‘인(仁)’ 을 강조했고, 맹자 이후 순자는 ‘예(禮)’를 강조했는데, 맹자는 그 사이에서 ‘의(義)’를 강조했다. 현대식으로 풀이하면 맹자는 정의로 운 사회와 공정한 세상을 꿈꾸었던 것이다. 그러나 맹자의 정치철 학을 말할 때, 정의와 공정만을 말해서는 안 된다. 공자가 강조했던 ‘인’ 역시 맹자는 정치의 주요한 요소로 보았다. 그런데 ‘인’을 현대 어로 ‘어짊’이라고 번역하면 그 의미가 잘 전달되지 않는다. 그래서 이 글에서는 현대적 용어로 ‘공감’으로 옮기는 것을 주장한다. 이것 은 정약용이 “사서(四書)가 ‘서(恕)’ 한 글자에 대한 주석이다.”라는 주장에서 착안하여 ‘서’를 공감으로 옮긴 것이다. 그러니까 맹자는 공자의 공감 정치를 계승하면서, 여기에 ‘정의’ 또는 ‘공정’을 마치 양날의 검처럼 중요하게 여겼다고 볼 수 있다는 것이다. 이 개념들 을 중심으로 『맹자』에 대한 정약용의 주석서 『맹자요의(孟子要義)』를 통해 맹자의 공감 정치를 이해하고자 한다.
