The purpose of this study is to analyze the effect of residents' perception of competency in urban regeneration projects and to verify the moderating effect of community trust and network, which are sub-factors of social capital, on the relationship between competency of local residents and willingness to participate in urban regeneration projects. To this end, the 2019 ｢Research on Conflict Management and Community Policy for Successful Urban Regeneration｣survey collected by the Korea Institute of Administration to understand the general public's perception of urban regeneration was used. As a result of the analysis, it was found that the higher the capacity of the local residents' council, the higher the willingness of residents to participate in urban regeneration projects. In addition, it was confirmed that the higher the trust in the community, the stronger the positive relationship between the capabilities of the local residents' council and the residents' willingness to participate in the urban regeneration project. However, it was found that the community network did not have a statistically significant moderating effect on the relationship between the competence of the local residents' consultative body and the willingness to participate in the urban regeneration project. The analysis results of this study suggest the need for urban regeneration policies that can strengthen the capabilities of local residents' councils and promote trust in the local community to increase residents' willingness to participate in urban regeneration projects.

본 연구는 도시재생 지역주민협의체의 역량에 관한 주민 인식이 도시재생사업 참여의사 에 미치는 영향을 분석하고, 나아가 사회적 자본의 하위요소인 지역사회 신뢰와 네트워크 의 조절효과를 검증하는 것을 목적으로 한다. 이를 위해 2019년 한국행정연구원에서 일반 국민의 도시재생에 관한 전반적인 인식을 파악하기 위해 수집한 ｢성공적인 도시재생을 위 한 갈등관리와 공동체 정책에 관한 연구｣설문조사를 활용하였다. 분석결과 지역주민협의 체의 역량이 높다고 인식할수록 도시재생사업에 대한 주민의 참여의사는 높아지는 것으로 나타났다. 또한 지역사회 신뢰가 높을수록 지역주민협의체 역량에 관한 인식과 도시재생사 업에 대한 주민의 참여의사 간에 긍정적 관계가 강화되는 것을 확인하였다. 그러나 지역사 회 네트워크는 지역주민협의체에 대한 역량 인식과 도시재생사업 참여의사 간의 관계에 통 계적으로 유의미한 조절효과를 미치지 못하는 것으로 밝혀졌다. 이 같은 본 연구의 분석결 과는 주민의 도시재생사업 참여의사를 높일 방안으로서 지역주민협의체의 역량을 강화하고 지역사회 신뢰를 촉진할 수 있는 도시재생정책의 필요성을 제시한다.
