During last a few years, several agglomerated regions with shipbuilding industry has suffered severely its regional economy recession due to industrial operating deterioration. The government designated the industry crisis and the employment crisis based on law which was made after occurred severe crises. However, its effects were limited because even all kinds of support and comprehensive plan for effective assistance depending on law were pursued for quite a while. For overcoming and eliminating those limitation and weakness, this study tried to consider the alternative method and system for the local shipbuilding industry. The purpose of this study is to find and set a system construction plan using big-data analysis method to have a practical effective even though the front, the time and the rear the regional economic crisis and industrial disaster might occur. The systematic method would be dynamic and could induce an active counter-plan for enlivening the regional economy. It is so-called the LIEBs, that is the Local Industry and Economy Big-data System. The system conclusively show that big-data platform and big-data economy ecosystem for analyzing and expecting the local/regional industry and economy are very important for oncoming the data period.

지난 10여년간 조선업 집적지들이 경기침체로 인해 산업과 고용 위기 지역으로 지정 되는 과정과 결과를 추적하고 분석하였다. 위기 지역 지정, 대책 마련과 시행은 발생 후 상당한 시간 경과 이후여서 대책에 투입된 예산 대비 효과도 낮고 시책 운용 폭도 제한 적이다. 이를 극복하기 위한 대안이자 사전적 위기 감응이 가능하도록 빅데이터 체계 구 축을 제안하였다. 사전에 동태적 분석과 접근을 통해 위기 감지와 역동적 대책이 가능해 야 하고, 위기가 진행되는 과정이나 후일지라도 요인분석, 대책 수립과 정책 수단 발굴 이 쉽게 할 필요가 있다. 특정 제조업종이 집적된 협소한 지역에서 그 산업의 위기로 파 생될 지역 전체의 파국을 막자는 취지이다. 본 연구는 지역 산업과 고용의 위기를 막기 위한 지역산업경제 빅데이터 시스템 (LIEBs) 구축의 필요성과 방법론 정립이 주목적이다. 데이터의 수집과 표준화, 제도적 정비와 기반 구축과 같은 생태계 조성과, 이를 기초로 데이터의 수집, 가공, 분석 재생산, 응용과 같은 제반 플랫폼이 완벽하게 갖추어져야 하는 등 빅데이터 시스템 구축과 운용 을 통해, 지역 산업경제와 고용 위기를 사전 감지하고 예방이나 대처가 가능할 것이다.
