By developing an appropriate manpower calculation model differentiated from the existing model through standardization of information security work in the public sector and actual work load survey and standardization, objectivity in the calculation of civil servants can be secured. This model uses the workload survey method that is already widely used in calculating the appropriate manpower, and it is easy to secure objectivity as it reflects various qualitative factors that reflect the characteristics of information protection work. This model is mainly based on ① the utilization method of calculating the appropriate manpower based on the amount of work of the institution by conducting a research on the unit work load for each function of the institution and the calculation factors for each institution, and ② the appropriate standard based on the standard unit work amount derived through the calculation of the average value of the unit work load of the investigated institutions. There are two application options, such as an application method for calculating manpower. It is judged that it will be possible to contribute to the creation of information protection jobs in the public sector by providing the basis for securing insufficient human resources in the public sector through the objective and appropriate manpower calculation model. It is expected that the expansion of information security personnel and strengthening of capabilities will lead to a decrease in security incidents, which will increase the public's trust in information protection in the public sector.

공공분야의 정보보호 업무 표준화와 실제 업무량 조사 및 표준화를 통해 기존 모델과 는 차별화된 적정인력 산출모델을 개발함으로써 통해 공무원 인력 산정의 객관성을 확보 할 수 있다. 본 모델은 이미 적정인력 산정에 많이 사용되고 있는 업무량 조사방법을 사 용하고 있고, 정보보호 업무의 특성을 반영하는 다양한 질적 요소들을 반영하고 있어 객 관성 확보가 용이하다. 본 모델은 크게 ①기관의 기능별 단위업무량과 기관별 산정요소 조사를 실시하여 기관 업무량에 기반한 적정인력을 산정하는 활용방안과 ②조사된 기관들의 단위업무량의 평균 값 계산을 통해 도출한 표준단위업무량에 기반한 적정인력을 산정하는 활용방안 등 두 가지 활용방안 옵션이 존재한다. 부족한 정보보호 공공분야 인력을 확보하기 위한 근거를 객관적인 적정인력 산정 모델 을 통해 마련할 수 있으며, 산정모델을 통해서 공공분야에서의 정보보호 인력 확충과 역 량 강화는 보안사고 감소로 이어져 국민들의 공공분야 정보보호에 대한 신뢰를 높이는 결과를 초래할 것으로 기대된다.
