This study is a study on the development of future-oriented human resource diversity management in public organizations. The concept of diversity means various characteristics such as shape and shape, but the meaning differs depending on the perspective of view. Historically, South Korea has tended to aim primarily for social integration in a way that pursues homogeneity, but given future trends, it is faced with the need to embrace diversity at various levels today, and this pressure is expected to grow stronger. Based on this awareness of the problem, we approached future trends affecting human resource management in public organizations from the perspective of STEPPER, and we also reviewed the value orientation regarding diversity management in public organizations. As a result, by deriving future-oriented human resource diversity management strategies mainly in terms of society (S), technology (T), population (P), and economy (E) among future trends, implications for policy development and institutional reform were presented.

본 연구는 공공 조직에서의 미래 지향적인 인적자원 다양성 관리 발전에 대한 연구이다. 다양성의 개념 은 모양, 형태 등 여러 가지 특성을 의미하고 있으나 바라보는 관점에 따라 그 의미는 서로 다르다. 즉, 역사적으 로 대한민국은 주로 동질성을 추구하는 방식의 사회통합을 지향해온 경향이 존재하였으나, 미래 트렌드 변화를 고 려할 때 다양한 차원에서의 다양성을 포용해야만 하는 상황에 직면하게 될 것이며 이러한 압력은 더욱 강해질 전 망이다. 본 연구에서는 이러한 문제의식을 바탕으로 공공조직에서의 인적자원관리 측면에 영향을 미치는 미래 트 렌드를 STEPPER 관점에서 접근하였으며, 공공 조직에서의 다양성 관리에 관한 가치 지향성을 검토하였다. 그리 하여 주로 미래 트렌드 중 주로 사회(S), 기술(T), 인구(P), 경제(E) 측면에서 미래지향적인 인적자원 다양성 관리 전략을 도출함으로써 정책개발 및 제도개혁에 관한 시사점을 제시하였다.
