This is an introductory study aiming to develop Korean style social welfare index model by looking into formation and development process of social welfare index. For this aim, this study set the social security information system, which is being used as the contents of policy and practice in overall social welfare sector, as the Korean social welfare index. This study aimed to explore Korean style social welfare philosophy and values by examining the social security information system’s social welfare index contents. In addition, this study identified social welfare philosophy and values by examining social welfare index transition processes. By comparatively analyzing cases of other countries, this study tried to provide basic data for developing social welfare index containing Korea’s reality and culture. Literature review was mainly used as methodology and previous studies based on the data by the UN and the OECD, which are the original forms of social welfare index, have been examined. As a result, the social welfare index which was being used in Korea was created after undergoing five transitions based on initial social welfare index contents after introducing the indices used by the UN and the OECD. In the transition process, the development processes of the social welfare index reflecting the needs of the times and social changes have been identified. Follow-up studies on the development of Korean style social welfare index model encompassing Korean society culture should be conducted in the future.

본 연구는 사회복지지표의 형성과 발달과정을 살펴봄으로서 한국적 사회복지지표의 모형을 개발하기 위한 시론적 연구이다. 이를 위해서 현재 사회복지 전반에서 정책적 및 실천적 내용으로 활용되고 있는 사회보장정보시스템을 한국의 사회복지지표로 설정하였 다. 사회보장정보시스템의 사회복지지표의 내용을 검토함으로서 한국적 사회복지적 이 념과 복지 가치를 탐색해보고자 하였다. 또한 여러차례의 복지지표 변천과정을 살펴봄 으로서 사회복지적 이념과 가치의 변천을 알아보았다. 외국의 사례를 비교 분석하여 한 국적 상황과 문화가 내포된 사회복지지표 개발에 기초 자료를 제공하고자 하였다. 이를 위한 연구방법으로는 문헌연구방법을 주로 사용하였으며 데이터는 복지지표의 원형이라 할 수 있는 UN, OECD 등의 자료를 기반으로 연구되어진 선행연구를 살펴보 았다. 그 결과 한국에서 사용되어지는 사회복지지표는 UN과 OECD에서 사용되어지는 지표 를 도입해서 활용한 초기 복지지표 내용을 근간으로 5차례의 변천과정을 거쳐 현재에 이르고 있었다. 변천과정에서 시대적 요구와 사회적 변화를 반영한 사회복지지표의 발 달 과정을 알수 있었다. 앞으로 추후 연구로 한국의 사회문화가 내재된 한국적 사회복지지표 모형의 개발에 대한 연구와 논의가 이어지기를 기대한다.
