This study is aimed at introducing the Giddens's Paradox concept, which will be difficult to escape from climate change risks by not being seriously aware of the climate change problem but not responding realistically, and applying it to our nation's water management policy.' The Giddens‘s paradox explains the contradictory reality that "the dangers of climate change due to global warming are not touched directly by hand, but because they can hardly be detected in our daily lives, even if the most people simply sit still and wait, and it is already late when the crisis strikes before the eyes even before waiting and taking important response measures." The main findings are as follows: First, is the 'Giddens’s paradox' theory emerging in the reality of climate change in our country? Yes. Despite the severity of climate change, our country's response is that it is lacking enough to be called a climate evil nation. Second, is the "Giddens’s paradox" applicable to water management policy? Of course yes. Climate change is not only more than 90% water-related, but also the most urgent challenge in terms of evolving in conjunction with the water circulation cycle. Third, what is the "Giddens’s paradox" in water management policy? Above all, it was revealed that the role of the government is having the greatest impact on the "Giddens’s paradox." Therefore, these results will provide useful policy implications for future climate change response policies.

본 연구는 기후변화 문제를 심각하게 인식하면서도 현실적으로 대응하지 않음으로써 기후변화 위험에서 벗어나기 어려울 것이라는‘기든스 역설’(Giddens’s Paradox) 개념을 시론적으로 소개하고, 이를 우리나라 물관리정책에 적용해 보는데 목적이 있다.‘기든스 역설’은“지구온난화에 따른 기후 변화의 위험은 손으로 직접 만져지는 것이 아니고 우리 일상생활에서 거의 감지할 수 없기 때문 에 아무리 무시무시한 위험이 다가온다 하더라도 대부분의 사람들은 그저 가만히 앉아서 기다리 기만 할 뿐이며, 그렇게 기다리다가 중요한 대응조치를 취하기도 전에 위기가 눈앞에 닥쳤을 때 이미 때는 늦은 것이다”라는 모순적인 현실을 설명하고 있다. 주요 연구결과는 다음과 같다. 첫째, ‘기든스 역설’이론은 우리나라 기후변화 현실에서 나타나 고 있는가? 그렇다. 우리나라는 기후변화의 심각성에도 불구하고 그 대응은 매우 미흡하다는 것 이다. 둘째, ‘기든스 역설’은 물관리정책에도 적용가능한가? 물론 그렇다. 기후변화가 90% 이상 물 과 관련되어 있을 뿐만 아니라 물순환 주기와 연계되어 진화하고 있다는 측면에서 가장 시급하게 대응해야 할 과제라는 것이다. 셋째, 물관리정책에서 ‘기든스 역설’이 발생하는 요인은 무엇인가? 무엇보다 정부의 역할이 ‘기든스 역설’에 가장 큰 영향을 미치고 있는 것으로 드러났다. 따라서 이 러한 결과들은 향후 기후변화 대응정책에 유용한 정책적 시사점을 제공해 줄 것이다.
