This research is conducted to develop the overall paradigm for job training at Seoul in the era of the 4th industrial revolution. It is purposed to expect influential factors to bring changes to the regional economy in the Seoul city and to suggest human resource development strategies and policies regarding future industires and vocations. Adopting future reseach methodologies, adequate strategies and policies to develop human resources was suggested in consideration fo the context of Seoul. At the first stage of this research, keyword extraction and social network analysis were performed with regard to the 4th industrial revolution. At the second stage of information relevance and extension, factors to affect the vocational training and development programs were found through a series of professional workshops. At the third stage, tentative draft was produced through information restructuring. At the final fourth stage, future issues were generated. By these stages of future research methodologies, the changes in the vocational training and development system of the Seoul city were predicted and investigated to appropriately cope with. For this, academic literatures, conference presentations, research reports were examined from such research methods as keyword analysis, network analysis, Delphi anlaysis. Crucial issues for the overall paradigm for new job training at Seoul in the era of the 4th industrial revolution were discussed.

본 연구는 4차산업혁명 시대에 서울시의 직업훈련을 위한 패러다임 개발을 목적으로 수행 되었다. 서울시의 정책과 관련하여 미래산업과 일자리의 변화측면에서 4차 산업혁명이 서울시 지역경제에 가지고 올 변화에 대한 영향요인을 예측하고 신산업 중심의 인력 육성 과 신직업훈련 관련정책을 제시하고자 하였다. 이를 위하여 본 연구는 미래연구방법을 활용하여 서울시의 적절한 인적자원개발 방안을 제시하였다. 1단계 정보수집 및 추출 단계에서는 4차 산업혁명이 가져올 키워드 추출 및 소셜네트워크 분석을 수행하였고, 2단계 정보연관 및 확장 단계에서는 전문가 워크샵을 통하여 1단계에서 파악된 변수 중 서울시 직업훈련에 영향을 줄 수 있는 요인들을 분류하였다. 3단계에서는 정보 재구조화 를 통해 일반적인 시나리오를 작성하고 마지막 4단계에서 미래이슈를 도출하였다. 이러한 미래연구기법을 통해 4차산업혁명이 서울시의 직업훈련체계에 가져올 변화를 예측하고 이에 적극적으로 대응하기 위하여 본 연구는 4차산업혁명이란 용어가 처음 사용된 2016년 과 2017(10월 말)년 학술지, 학술대회, 보고서 등에 발표된 자료를 기준으로 하여 4차산업 관련 연구의 시대변화에 따른 특성과 이에 따른 키워드분석, 네트워크 분석,미래연구와 델파이 기법 등을 활용하여 향후 서울시가 대응할 과제가 무엇인지 논의하고자 하였다.
