This study aims to propose a new vision for future arts education policies and programs to implement the Seoul Agenda as well as to further achieve the administration's goal of an innovative, inclusive nation. Especially, it focuses on the issue definition of inclusion and exclusion, and the creation of an arts education model based on the perspective of the universal and sustainable access to arts education. While the issue of social discrimination or inequality has been primarily concerned with poverty or economic disadvantage, this study addresses the disrespect of the differences in culture and thoughts as the main reason for social exclusion. Therefore, ‘inclusion’ is basically the opposite concept of ‘social exclusion’, characterized by a situation in which individuals or communities are fully involved in society. In the same context, the meaning of inclusion in arts education refers to 1) access to arts education in a narrow sense, and 2) a new approach of arts education to address social exclusion in a broad sense. In “Technology conversion and implementation for expanding access to arts education”, we expected that the integration of ICT into classroom settings can facilitate the teaching and learning process and can improve the quality of access. The teaching and learning process consists of three stages including access, learning and performance. At each stage, new technology can help improve access to arts education, ease of learning, and excellence in artistic expression. However, a new technological innovation in the 4th Industrial Revolution era may have both positive and negative effects on arts education. In order for universal access to arts education, the creation and implementation of ICT convergence strategy must be completed after the definition and condition of inclusive arts education are established in detail, and all necessary elements at each procedural stage are identified. Since the purpose of inclusive arts education is to overcome social exclusion and to guarantee equal opportunities regardless of age, gender, disability, social status, economic circumstances, place of residence, it is important to deeply understand the specific needs of participants in a proactive manner.

본 연구는 혁신적 포용국가 달성과 서울어젠다에 의한 미래 문화예술교육 정책 개발, 역할 정립 그리고 새로운 비전 제시를 위해 포용적 관점의 문화예술교육 구도와 실천모델에 관한 연구를 진행하였다. 특히, 문화예술교육의 보편적접근 관점에서 ‘포용과 배제’에 대한 문제 정립과 포용적 관점의 문화예술교육 구도 정립에 초점을 맞추고 있다. ‘포용’ 은 ‘사회적 배제’에 대한 상대적 개념으로서 기존의 사회 갈등에 대해 ‘빈곤’으로 접근하던 것과는 달리, ‘배제’ 개념을적용한 것으로, 이와 같은 맥락에서 문화예술교육에 ‘포용’의 개념은 문화예술교육에 대한 배제를 인식하고 극복하는것으로서, 좁은 의미로는 문화예술교육에 대한 접근성의 문제로, 넓은 의미로는 사회적 배제 현상에 대한 문화예술교육의 새로운 대응의 문제로 볼 수 있다. 본 연구는 문화예술교육과 신기술의 결합 및 실천을 통해 교육 과정을 촉진하고접근성을 향상시킬 수 있을 것으로 기대하였다. 교육 과정은 접근, 학습, 수행의 세 단계로 구성되며, 각 단계에서의 신기술 적용은 문화예술 교육에 대한 접근성, 학습의 용이성 및 예술적 표현의 우수성을 향상시키는 데 도움이 될 수 있다. 그러나 4차 산업혁명 시대의 새로운 기술혁신은 문화예술교육에 긍정적인 영향뿐만 아니라 부정적인 영향도 미칠수 있음을 인지하고 문화예술교육에 대한 보편적 접근을 위해서는 포용적 문화예술교육의 정의와 조건을 구체적으로정립하고 각 과정에서 필요한 요소 파악을 바탕으로 ICT 융합의 전략 수립과 실행이 이루어져야 한다. 또한, 포용적 문화예술교육의 목적은 사회적 배제를 극복하고 연령, 성별, 장애, 사회적 지위, 경제적 상황, 거주지 등과 관계없이 동등한 기회를 보장하는 것이기 때문에 참여자들의 구체적인 욕구를 적극적으로 이해하는 것이 중요하다.
