This study was conducted to identify what are the life skills as quality standards of human resources in the era of knowledge-based society and to investigate strategies for quality management of life-long learning system.
Life skill is defined as core competencies needed to be developed for one's life in this study. Thus, it was classified into basic literacy, key competencies, citizenship, and specific vocational skills based on literature review of previous research, the examples of developed countries and social and economic situation in Korea. Four types life skills were all elaborated over the learning stages with different emphasis.
Also, the need of life skills and tasks for educational system was surveyed by experts and opinion leaders and they empathized it. Based on results of this study, we were able to induce several policy implications as follows: First, we need to adopt a concept of national learning targets that mean critical competency level to achieve at a certain developmental stage of life. Second, required competencies and standards of achievement level at each stage should be identified. Finally, successful launch of this approach needs preparation such as social agreement on the importance of competency-based education, the establishment of integrating system that connect education and credentials.

본 연구는 우리 사회가 지식기반경제로의 진입과정에서 인적자원의 질적 기준으로서 새로이 요구되는 핵심능력이 무엇인지를 탐색하고 선진국의 동향 분석 및 전문가 요구 조사를 통하여 이것이 어떻게 생애단계별 국가학습체제의 질 관리 시스템에 반영될 수 있는지를 모색하고자 하였다. OECD를 비롯한 주요국들은 인적자원의 질 관리를 위한 노력으로서 생애 핵심능력의 규명과 학습지원 체제를 마련하는 작업을 오래 전부터 추진해왔다. 현재 우리 사회도 인적자원의 질 적인 측면에서 생애능력에 관한 각 계층별 급격한 변화요구에 직면해 있다. 국내외 환경 분석결과 본 연구는 우리 사회에서 필요한 생애능력이 크게 기초 문해력, 핵심능력, 시민의식, 직업특수능력으로 범주화될 수 있다고 보았다. 또한 전문직 종사자들 및 여론 주도층 인사들의 의견조사에서는 이러한 능력들이 국가차원의 인간자본과 사회적 자본으로서 육성되어야 하며 이에 따른 생애단계별 학습체제의 질 관리 방안을 수립해야 할 필요성이 확인되었다. 그리하여 향후 인적자원의 질적 기준 설립을 위한 방안으로 생애능력 육성을 지원하는 국가학습지도의 설계와 생애학습 주기에 따른 능력요인 추출 및 국가학습목표 도입을 위한 준비작업에 필요한 사항들이 제안되었다.
