The purpose of this study was to find a linkage between the curriculum for general agricultural education in elementary schools and non-curricular programs. The contents and problems operated by education-related organization and agriculture-related organization for elementary school general agricultural education was analyzed, and based on this, the linkage between curriculum and non-curricular program for general agricultural education was sought. To this end, the organization and work of education-related organizations and agriculture-related organizations, major work plans for 2019, the 2015 revised curriculum data provided by the National Institute of Curriculum and Evaluation of the Korea, general agricultural education program operated by agriculture-related organization were analyzed. Based on the results of this analysis, the linkage plan for general agricultural education in elementary schools should be led by agriculture-related organizations at the national level to enact the ‘Basic Act on the General Agricultural Education’(tentative name) for general agricultural education, and based on this, ‘The (National) General Agricultural Education Support Center’(tentative name) at the national and regional level should be newly established to link general agricultural programs other than the school curriculum by education-related organizations. In order to systematically promote such a linkage plan, the understanding and empathy of the numbers of the organization related to general agricultural education on the value and necessity of general agricultural education should be preceded, and through the TF team composed of agricultural and educational experts the details necessary for the promotion of linkage, such as enactment of the basic law for general agricultural education should be promoted in stages.

이 연구는 초등학교 교양농업교육을 위한 교육과정과 교육과정 외 프로그램의 연계 방안을 모 색하고자 한 것으로서, 초등학교 교양농업교육을 위한 운영 조직, 교육 및 농업 관련 조직에서 운 영한 교양농업교육 내용과 문제를 분석하고, 이를 토대로 교육과정과 교육과정 외 교양농업교육 프로그램의 연계 방안을 모색하였다. 이를 위하여 교육 관련 조직과 농업 관련 조직의 조직도 및 주요업무, 2019년 주요 업무계획, 한국교육과정평가원의 국가교육과정정보센터에서 제공하는 교 육과정 자료, 농업 관련 조직에서 운영하는 교육과정 외 교양농업교육 프로그램 등을 분석하였다. 초등학교 교양농업교육을 위한 국가 수준의 교육부, 지역 수준의 시․도 교육청과 시․군․ 구 교육지원청은 실과(기술․가정) 교육과정, 초등 교육과정 편성․운영 등의 업무를 추진하고 있었으며, 국가 수준의 농림축산식품부, 농촌진흥청, 산림청, 지역 수준의 시․도 농업기술(원) 센터와 시․군 농업기술센터 등은 농촌교육 및 체험, 농촌 문화 및 관광, 식생활교육, 동물복 지, 도시 숲과 정원 등의 업무를 추진하고 있었다. 그리고 초등학교 교양농업교육은 교과와 비 교과 교육과정에 포함된 교양농업교육 내용과 농어촌 체험교육, 식생활교육, 치유 농업교육, 농 업 진로체험 교육 등의 교육과정 외 교양농업교육 프로그램 등을 통하여 운영되고 있었다. 이러한 분석 결과를 토대로 강구된 초등학교 교양농업교육의 연계 방안은 국가 수준의 농업 관련 조직이 주도적으로 교양농업교육을 위한 「교양농업교육기본법」(가칭)을 제정하고, 이에 근거한 국가와 지역 수준의 ‘(국가)교양농업교육지원센터’(가칭)를 신설하여 교육과정 외 교양 농업교육 프로그램이 교육 관련 조직에 의한 교육과정과 연계되도록 하는 것이었다. 이와 같은 연계 방안을 체계적으로 추진하기 위해서는 교양농업교육의 가치와 필요성에 대 한 교양농업교육 관련 조직 구성원들의 이해와 공감이 선행되어야 하고, 농업 및 교육전문가로 구성된 TF팀에 의하여 교양농업교육을 위한 기본법 제정 등 연계에 필요한 세부 내용의 단계 적 접근이 이루어져야 할 것이다.
